Regular Council Minutes
9-27-04
Page 4
Mr. Metzung said the Upper 40 Project that was done at Wiley Park is nearing completion. The
exciting part is they finally put the weir walls on the 2 locations-the. culvert pipes. When
Frances rolled through and dumped quite a bit of rain, they worked surprisingly well. The water
flowed to the top and flowed over weirs as they are supposed to; hopefully we will see some
significant help downstream with that project finally being complete.
John Marrelli (Building)
Progressive Building 4 is being finaled out as we speak and should be fully occupied by the end
of October. We have a new company moving into the Mount Vernon building (previously a
vacant space for 1 %2 years or so); called the Employment Resource Counsel and they will be
bringing 40 to 50 employees to Mt. Vernon's third floor.
Chief David Mohr (Fire)
We are finishing up specifications for the Fire Safety House and hopefully will ask permission to
go out for bid for that in October.
Philip Brett (Finance)
I put on your table a summary of the Issue 2 grants that we applied for. We applied for 6; we
applied for a total of $1,000,027 in grants. We are assuming that Cuyahoga County will give us
$150,000 on the Wilson Mills bridge and culvert replacement project. We asked for $815,000 in
interest-free loans. We are anticipating in applying for three-quarters of a million dollars in
Water Pollution Control Loan Funds. We expect that the Village contribution will be in the area
of $1.3 -1.4 million for a total project cost of $4,125,000 . The annual debt service that these
applications assume that the Village will take on is $24,000 a year for 20 years if we were to get
a116 projects. The number of residents benefiting from these projects are in the thousands.
Mayor Rinker asked Mr. Brett to identify the 6 applications.
1. Mr. Brett said of the 6 applications, the first is the S.O.M. Center Road widening loan
assistance project-that is in conjunction with the widening of S.O.M. Center Road.
What we are asking for is for the State to pay our interest for a year on the outstanding
debt for the S.O.M. Center Road widening.
2. Wilson Mills Bridge and Culvert Replacement. This is the bridge over by D.O. Summers
where Beechers Brook goes underneath Wilson Mills Road. It is not in good shape.
3. Highland Road Sanitary Sewers are the sanitary sewers along Highland Road.
4. The Metro Park and Zorn Sanitary and Storm Sewer Project are the sanitary and storm
sewers along Metro Park and Zorn.
5. The Eastgate Drive Sanitary Sewer Project is the sanitary sewer along Eastgate Drive.
6. Nobody will believe what the Meadowood sanitary reconstruction project involves.
Mr. Brett said in addition to that report I have included the unencumbered balances for Mayfield
Village for August 31; on the back of that we have the income tax receipts through September.
Please note that as of September, we have collected $300,000 more from Progressive Insurance
Company than we collected all of last year. It is anticipated that on Friday that we will supercede
tax collections for the last 2 years combined therefore setting a record with 2 months to go.

1
