Regular Council Minutes <br />9-27-04 <br />Page 7 <br />Finance Committee -Mrs. Mills said Finance Committee met this evening. We had an agenda <br />of 18 things to discuss. Of the 18, two were deferred for further discussion: rental of the <br />Mayfield Civic Center and Ordinance 2004-33 regarding OneCleveland. <br />Historical Society -Mrs. Mills said our apologies for not holding the annual Ice Cream Social <br />this year but Mother Nature was not on our side. Next year will be different. On September 19, <br />the Class of 1946 from Mayfield High School toured the Historical House. Our biannual Quilt <br />Show will be held October 15, 16 and 17. All are welcome to attend and buy raffle tickets. <br />M.A.R.C. - Mr. Saponaro said there was a meeting held on September 2. besides the traditional <br />Treasurer's Report, the biggest discussion was adding different items to the Fall Program which <br />included in-line skating. We had the Punt Pass and Kick competition on September 11. We are <br />trying to get fliers out to various (besides the schools) other area resources so we contacted <br />Karen Mueller who is the Executive Director of the Mayfield Business Alliance and we will try <br />to get fliers out to run through Hillcrest Hospital. The Art Show will accept entries on Friday, <br />October 8. The judging and hanging of the art will be Saturday, October 9 at the Regional <br />Library. 'There is a reception on September 10. About 70 forms were mailed to artists and patron <br />letters were passed out to-I think everyone on Council should have received those. <br /> <br />Ordinance Review Committee -Council President Buckholtz said I believe there is no report. <br />Planning and Zoning -Mr. Marrelli said there is an interesting thing that is going to happen on <br />October 13 at our next Planning & Zoning Workshop. We will have several High School students <br />with their wood shop class present architectural drawings and apply for a permit and go through all <br />the steps that need to be because they need to build a new building to house their equipment by the <br />football fields. So the instructor and I decided we will involve the kids through every level. It will be <br />exciting. Then they will go to the Architectural Review Board and then they will have to come to <br />Council for approval and we will show them how the government works. <br />Mayor Rinker said even though Ordinance Review has not yet--technically, we do have 2 <br />matters that kind of currently--and frankly, I think there are going to be a number over the next <br />year or two as we look at trying to implement strategies that adopt a lot of the Master Plan ideas. <br />One is this off-street parking that everyone has looked at. I ask that Council take a close look at <br />it; ask John questions about it. This is one, I think we deserve more discussing a little more <br />openly among ourselves and not just let it go through some technical adjustment because there <br />are a lot of factors that communities have to look at and historically suburban parking codes have <br />been onerous and they don't necessarily help out. We are finding more and more as we look at <br />building and zoning codes that have been promulgated since the 1950's and 60's that the spatial <br />considerations really need rethinking. When you look at clean water issues, we are looking at <br />NPDES requirements where Phase 2 for storm water, if the absorption levels-there are a lot of <br />techniques-in fact, Judge Krenzler will be here tonight; Mr. Cappello has been working with <br />Tom Evans closely in looking at a lot of the site development issues. These are all interrelated <br />and as we look at Beta especially and any rehabilitation of Beta, I think that something like this <br />is going to be very, very pivotal in how we deal with new development, new uses in that area. <br />The parking ordinance is really the tip of the iceberg issue in that regard. The other is we have <br />asked Dave Hartt as a Planning Consultant to assist us in looking at the Special Use Permit <br />criteria. Part of what we are looking at with Georgian Center and with some other areas we are <br />going to find, I think, that these standards, really we need to be more openly cognizant of <br />
