Regular Council Minutes <br />11-15-04 <br />Page 13 <br /> <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />1 <br />Dr. Parker, seconded by Mr. Saponaro, made a motion to adopt Resolution No. 2004-28. <br />Mr. Brett this is basically housekeeping measure pursuant to the budget passed by Council in July. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Resolution Adopted <br />Resolution No. 2004-29, entitled; "A Resolution of Appreciation to Alma Winkle." <br />This was already done. <br />Resolution No. 2004-30, entitled; "An emergency resolution expressing opposition to the <br />Draft Health Care Preservation Plan proposed by OPERS." <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to adopt Resolution No. 2004-30. <br />Mr. Brett explained the employer's contribution rate for PERS which covers most of our <br />employees which is the Ohio Public Employees Retirement System, will increase over the <br />next 3 years from 3.55% to I believe it is 15%..For employees, starting in 2006, the rates <br />will increase from 8.5% to 10% with a half percent increase over the next 3 years. This is <br />because PERS is starting to look down the road and watching health care costs increase as <br />they are and they are starting to realize they are going to need to fund the system much <br />more than they are in order to meet their obligations. There are a host of other changes but <br />this is a major one that this Resolution is opposing and to my knowledge it is already a <br />done deal. <br />Council President Buckholtz said so they are raising the employer's contribution as well as <br />there is a schedule in the wings waiting regarding the employee's contributions. <br />Mr. Brett said they (employer and employee) will go on the same schedule. They will start <br />in 2006 but because the employer rate is closer to the statutory maximum, it is a much <br />smaller leap of .45 as opposed to the employee's portion which will increase from 8% to <br />10% at one-half percent a year over that same time period.
