Regular Council Meeting Minutes <br />12-21-09 <br />Page 19 <br />Mr. Wynne replied, once the money is transferred out of the General Fund to any fund, it cannot <br />go back to the General Fund unless it is run through the Common Pleas Court to be approved. <br />However, they do look at the Sanitary Sewer Relief Fund as an extension of the General Fund <br />because all of the funding for that fund comes from the General Fund. When Mr. Wynne reports <br />to the Council and we prepare the Annual Report to the State, the General Fund and the Sanitary <br />Sewer Relief Fund aze combined and reflected as the General Fund. <br />Council President Buckholtz asked Mr. Wynne if in his opinion it makes better sense to leave it <br />in the General Fund and if we need it for sewer relief, are we able to move it at a later date. Mr. <br />Wynne replied, yes, we are. Council President Buckholtz asked if that makes better sense than <br />moving it now and having to go through that to get it back in. Mr. Wynne replied, yes. <br />Dr. Parker asked if there aze any anticipated projects. Mayor Rinker replied the only project we <br />are anticipating is the balance of the Wilson Mills roadwork in the vicinity of Raleigh. That was <br />the first phase. Then, the culvert work right across from D.O. Summers. We are still looking to <br />see what kind of connectivity there may or may not be with NEORSD on that, but no sanitary <br />sewer. That's stormwater. Mr. Wynne stated in the 2010 Budget we will have to transfer <br />$155,000.00 from the General Fund to the stormwater fund. <br />Mayor Rinker stated, you will recall that we got some grant monies from DOPWIC (District One <br />Public Works Integrating Committee). They are the ones that typically do road and other types <br />of projects. This is a project that we have actually had on the radar screen for about the last four <br />years. It's a major cleanout issue for us. There's a point at which the plates in the road have <br />really loosened up there. If you ever notice, when you aze driving east or westbound in that <br />section, you get a nice jolt. What we tried to do is spread out the payments. We budgeted <br />increments of really a three yeaz period to cover that. We aze coordinating this with the County <br />Engineer. Part of the delays were to accommodate all of the work being done on Mayfield Road. <br />We were able to buy a little extra time to do it and break up the expenses. We aze going to get it <br />done this year. <br />Mayor Rinker added, the only other real sanitary sewer project is the Thornapple Pump Station <br />Relocation which is entirely covered by the Couniy Sanitary Program there. <br />.
