Minutes of the Regular Meeting of Council <br />February 27, 2006 <br />Page 15 <br /> <br /> <br /> <br />First Reading of Ordinance No. 2006-04, "An emergency ordinance amending various <br />provisions of Chapter 739 of the Village's codified ordinances pertaining to solicitations at <br />private residences." Introduced by Mayor Rinker and Council as a Whole. <br />Ordinance No. 2006-04 was put on first reading. <br />Council President Buckholtz added that he has a couple of suggestions for further discussion at <br />Caucus. Briefly, he read the proposed ordinance. We should consider adding specific language <br />in the ordinance or the details of execution of the policy which mandates that the solicitor display <br />the permit to the resident. We may want to design the permit with a logo, placing as copy of it in <br />the Voice of the Village so that everyone is aware what the authorized permit with signature <br />should look like so there is no question as to whether or not the permit is legitimate. This should <br />be the first procedure of the solicitor when going to someone's door. <br />Dr. Parker asked about a Do Not Call list for solicitor. If there are certain people who do not <br />want to be bothered by solicitors, the Village may want to maintain a list of them to be <br />distributed to the solicitor when the permit is obtained. Chief Dearden indicated that we could <br />compile it. The key would be to notify the residents that we have this. <br />Mr. Buckholtz is not sure if these suggestions are more of a procedural thing or if the language <br />of the ordinance should be revised. <br />These suggestions will be discussed at Caucus. <br />First Reading of Ordinance No. 2006-05, "An emergency ordinance amending codified <br />ordinance 1159.05(a) by including a 60-foot (60') lot frontage requirement for developments in a <br />planned residential development district." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Saponaro, made a motion to enact Ordinance No. 2006-05. <br />Council President Buckholtz asked if there was any discussion. <br />In further explanation, Mr. M <br />residential development districts, <br />acre parcel.
