Regular Council Minutes <br />11 /20/06 <br />Page 4 <br />the legal aspects on that to see what, if anything we can do as far as control goes with placement. <br />There may be some aesthetic issues. We will keep you posted on how that all turns out. <br />Dr. Parker asked if it was allowed. Mr. Marrelli indicated that he thinks the federal <br />government is going to say it is allowed period. Dr. Parker asked if there is an acreage <br />requirement. Mr. Marrelli said it is all in there. They have partnered up with a bunch of other <br />owners, Ken's Auto, Ohio Department of Transportation and Bill Schultz. They got 27 acres <br />with everyone in it. <br />Dr. Parker asked how deep a well they are looking at. Ms. Calta indicated that based <br />upon their application, 3,800 feet. <br />Mayor Rinker indicated that this is how they get the assemblage. People figure that they <br />will get discounts and so it is an incentive for them to do it. We are trying to see if there is an <br />opportunity to position it somewhere else. Mayor Rinker is surprised that as a property owner, <br />they would want it where it looks like it is going to go because it would seem to affect adversely <br />any other development on the property. <br />Mr. Marrie indicated that his big concern is that they are going to put that there because <br />the government is going to allow them to do it, but from looking at some of the pictures from <br />Highland Heights, that is the last thing we want. That may be fine for Highland Heights, but we <br />don't want it on that property, especially when it is sitting out in fiont of the building. <br />Mr. Marrelli stated that the well is supposed to be at the southeast corner of the parking <br />lot which is screened right now by trees. Mayor Rinker asked what the height of the structure is <br />once it is in. Mr. Marrelli stated that the actual wellhead is 3 feet tall. <br />Mr. Marrie stated that Highland Heights just put in a really bad wooden fence around <br />theirs. <br />Mayor Rinker said that you won't see it from S.O.M. If it is three feet high, you won't <br />see it. Mr. Metzung said that they have an 8 foot fence around it. Mayor Rinker added that he is <br />wondering if overall there is a better location. <br />Mr. Metzung reported that when he met with them, they indicated that this allowed them <br />to do a direct drill as opposed to a directional drill which they find to be much more superior. <br />For the drilling company, this is something they are requesting. They had originally looked at <br />the north section of the property. Mayor Rinker said that is where we would have encouraged it. <br />Mr. Metzung confirmed that they have looked at that already. Someone does not like it. <br />Mayor Rinker stated that at the end of the day we will do what we can to try to at least <br />have some dialogue to work this out, but if what we are being told is true, we really have no <br />wiggle room on something like this. <br />
