Regular Council Meeting <br />3-26-07 <br />Page 3 <br />PCILICE - Chief Dearden <br />There was nothing to report. <br />PA.RKS & RECREATION - Bill Thomas <br />Mr•. Thomas reminded everyone that the Parks and Recreation brochure is out now. Hopefully <br />everyone has received it. At our last meeting, we discussed smoke-free facilities. We had great <br />meetings with all of our adult softball managers. A smoking area will be designated. The <br />confined area will have a sign. A general warning will be issued. If the team fails to abide by it <br />an(i is caught smoking in a non-designated area, they will forfeit their game. Everyone was in <br />agreement with this. <br />Wr.th regard to the spectators, our Supervisor and the Manager will ask for their cooperation. <br />Mr. Marrie asked if we were going to put signs up with the state law referenced. Mr. Thomas <br />stated that we cannot do that. It is an open area. <br />Mrs. Mills added that she and Debbie Garbo recently went to the Board of Health meeting. When <br />the: issue was passed, no effective date was determined. Therefore, the legislation had to go to <br />Calumbus. They should pass it April 14t'. If passed it will take effect April 26th. If not, they <br />will have to wait 30 days. The discrepancy regarded the VFW and other privately-owned clubs. <br />They needed clarification of employee status as unpaid or paid. Fourteen states have passed <br />legislation. Ninety-five percent were in compliance in a month, Columbus in three months. It is <br />the; owners' responsibility to enforce. There is no distance in this Bill from the entranceways. <br />Th.e only thing is that if the smoke comes back into the building, you can do something about it. <br />Mrs. Mills did make it a point to ask the representative who will be enforcing this law. <br />Centurions will. It is nothing that we can do. Mrs. Mills asked him about ball diamonds. He <br />indicated that the orily way you could enforce no smoking in that situation is if it is on school <br />property. Mr. Saponaro advised that you can pass an ordinance. Mrs. Mills stated that we <br />already have one ordinance. Mr. Saponaro stated that was for inside buildings only. Mrs. Mills <br />indicated that is enforced by the fire department. Mrs. Mills is not sure who will be enforcing <br />this new law. <br />ARCHITECT - Ron DiNardo <br />There was no report. <br />HTJMAN SERVICES - Eunice Kalina <br />Mrs. Kalina reported that they are busy working on their 25h Anniversary party which is May <br />19th. They have had very good attendance at cards. Their other activities are picking up. They <br />have good response to their upcoming trips and computer classes. They are coming along just <br />fin.e.
