Minutes of the Combined Caucus/Council Meeting <br />6-11-07 <br />Page 4 <br />coordinated, efficient and affordable transportation to senior adults in Cuyahoga County through <br />centralized management of decentralized services. They manage a call center and schedule trips <br />efficiently by grouping trips. They leverage funding and coordination mandates. STC is a federal <br />coordinating agency. They also broker ODOT and federal transit authority resources. They have <br />federally allocated vehicles which they pass on to their providers. Just this month, they will be getting <br />221ight transit vehicles. These are $40,000.00 vehicles. The providers are getting them for $4,000.00. <br />The federal government pays for 80%, the STC pays for 10%. <br />Alisa McBride advised that to coordinate a trip, consumers call their 1-800 number for <br />scheduling. The scheduled ride is matched with the most efficient transportation. They have same <br />day dispatch for last minute additions or cancellations. Alisa shared a color-coded county <br />coordination map which they utilize for their services. At the present time, STC has 10 communities <br />actively coordinating iransportation and 4,000 plus registered users. Last month, they reached a high <br />volume of ca11s, 7,479. By jouung the STC, boundaries are opened up. Average fares are anywhere <br />from $1.00-3.00 one way. <br />Mr. Saponaro asked Alisa if STC is working with the other agencies to coordinate efforts. <br />Alisa responded that their goal is to be the coordinator for a1159 communities. TC-3 will be joining <br />them in this effort while still maintaining their independence in providing services. STC does not <br />actually provide the rides, they manage the scheduling of those rides. Mr. Saponaro asked if it is <br />through grants and the like in terms of being able to purchase the vehicles. Alisa confirmed, adding <br />that currently they are funded by private and public grants. This year they will be introducing a <br />participation fee that will be assessed to their providers. It should not exceed the cost of the scheduler. <br />It should be at or even less than what it would cost to employ a scheduler. Mr. Saponaro asked if STC <br />would be willing to provide a certain day for the Mayfield Village citizens to utilize the program and <br />test the service. Alisa said that they have not run across that yet. They would want Mayfield Village <br />to test the service. They would take our schedules and compare them with the trapeze soflware so that <br />you can see the benefits of the service. <br />Dr. Parker asked how much it would cost the Village on an annual basis to provide this <br />service. Alisa advised that right now it is a top priority for STC and they are creating that now on a <br />matrix. They hope to have a finalized participation formula in the Fall. It would vary on population, <br />the amount of rides and the location of the rides. Dr. Parker asked what our cost would be in terms of <br />the cost per ride. Mrs. Kalina asked Alisa if the people who use the service pay a fee, the Village <br />would not pay per trip, they would only pay an annual fee. Alisa advised that the riders pay a fee. <br />Mayfield Village would pay a fee to the STC to serve as that schedule management service. Mrs. <br />Kalina asked if this is over and above the annual fee. Alisa said that would be the annual fee. Council <br />President Buckholtz asked to the Village, not to the rider. Alisa stated that was correct. The Village <br />would be assessed an annual fee for schedule management which they are working on right now. <br />When the riders ride, there is a small donation. <br />Dr. Parker asked what the percentage is of the present rides in this location. Alisa advised they <br />are aetive in two main spots right now which coordinate together. Those numbers come from those <br />providers. Cleveland is not part of it as of yet. They are working on a pilot program with them. They <br />expect TC-3 to join them in the sl,uruner.
