Minutes of the Combined Caucus/Council Meeting
8-13 -07
Page 3
FINANCE - Philin Brett
This evening Mr. Brett will be giving to Council as he signs them two Fiscal Officer Certificates
in conjunction with the two Ordinances dealing with the Bond Anticipation Notes. There has
been a slight change in the Bond Anticipation Notes. They have gone up slightly due to some
problems with the Cotton property as far as ultimate use. We switched out the Cotton property
with the Kennedy property and will be proceeding with that. We have to then take out the value
of the Cotton property and put in tlie value of the Kennedy property.
The Village won a grant from NOACA, the Transportation for Livable Communities Planning
Grant. We received word about that. There will be an awards ceremony on August 24th at 10:30
a.m. at NOACA. They have asked for the Mayor to be in attendance. They should not mind if
members of Council attend as well. Breakfast will be provided.
POLICE - Lieutenant Edelman
There was nothing to report.
PARKS & RECREATION
There was nothing to report
.
ARCHITECT - Ron DiNardo
There was nothing to report.
HUMAN SERVICES - Eunice Kalina
Mrs. Kalina reported that Council members should all have their newsletter which went out last
week. They were waiting to send it until they got the date from the Board of Health for their flu
shots which is October 26th. Sign ups are October lst and October Sth. Tomorrow representatives
from the County Auditor's office will be in the Community Room from 12:00-3:00 signing up
people for the homestead exemption for those 65 and older or disabled. They had two picnics,
both of which turned out to be indoors because of the weather, one threat of rain and one 90 plus
degrees. So, they unfortunately did not get to use the new pavilion. Several upcoming trips are
planned which are listed in the newsletter, along with various ongoing classes and activities and
a speaker series in the Fall.
Mr. Saponaro recommended that Eunice look at the program offering on Reverse Mortgages for
Seniors. There are a lot of anti-predatory lending issues. Eunice advised that this is not our-
program, it is MCE and we are just publicizing it. Mr. Saponaro stated that it does look like our
program because it is on our newsletter. Mr. Saponaro suggested that Eunice indicate that we are
not recommending it because reverse mortgages for seniors is not all of what it appears to be. If
we are going to put something on our letterhead, it should be something that basically says this is
being offered, but it does not mean that it is being endorsed by this municipality. Eunice pointed
