Minutes of the Council Meeting <br />November 26, 2007 <br />Page 3 <br />ENGINEERING - Tom Cappello <br />Mr. Cappello reported that the Highland Road sewer project and hike and bike underpass is <br />substantially complete. <br />LEGAL DEPARTMENT - Joe Diemert <br />Mr. Diemert reported that Council had asked Diane at the last meeting to get some questions <br />answered on the proposed well drilling with Seagull. Mr. Diemert has the answers, but they <br />would probably be better off coming to the next workshop in December to provide more details. <br />Roughly answering, the capacity of each of the wells would not be known until they drill it. The <br />amount of free gas is being approximated based upon your consumption at the pool which they <br />propose to be about 350,000 cubic feet. Patsy wanted to know what happens when the well runs <br />dry. Seagull is required by law to cap it and put the property back in its natural state. Doug was <br />concerned about the location. That is all negotiable. We would help them pick the spot that was <br />best for us, most secluded and less visible than any other locations. Dr. Parker asked if the gas <br />could be sold baclc. It can be sold or banked for a later time. Mr. Marrie wanted to know about <br />the other leakers that were in Gates Mills. Their proposal is an automatic shut off feature that <br />would shut them down immediately upon a leak and then they have an emergency response team <br />that is on the site within 30 minutes. They would only use water from the ground if there was a <br />natural stream confined to just that area underground. Otherwise, they would go to the hydrants <br />and pay the City of Cleveland for it directly for any use of the water there. Giving the gas back to <br />the community is not recommended since it would only amount to a penny or two for each <br />resident. <br />Mr. Diemert indicated that if you would like to have them at your next workshop, they are ready, <br />willing and able to come and do that. <br />Mr. Buckholtz thanked Mr. Diemert for all of the research. Mr. Marrie asked that Seagull come <br />in and provide a presentation. <br />FIRE - Chief Mohr <br />Chief Mohr reported that the call volume is remarkable this year. They have exceeded last <br />year's total by 6 weeks. Last year, they had 860 emergency runs. As of today, they have 952. <br />FINANCE - Philip Brett <br />Mr. Brett referred to a memo he provided to Council this evening regarding the math for the <br />Progressive job reductions as discussed in the paper. Even though Progressive was not interested <br />in doing the math for people outside the company, he was able to piece together the information <br />from the paper and on the streets. They were able to come up with payroll of about <br />$15,000,000.00 that will not be there next year that was here this year. That would equate to
