Minutes of the Regular Meeting of Council
Monday, November 21, 2016
Page 3
Mary Betsa (Council).: Reporting on the status of the electric supplier for NOPEC; we are still
fielding calls from residents. Unless there is something of urgency, since this is a short week,
packets will not be delivered.
Records Commission - We are still researching electric storage of permanent documents.
I will report on that further.
Mrs. Mills stated, today in the mail we received a letter from NOPEC. I suppose everyone in the
Village will be receiving it. It was about opting in or out.
Council President Saponaro stated, very good. Be on the lookout. Thank you.
Ronald Wynne (Finance) - I just wanted to mention that next month the meeting is generally full
of a lot of financial matters. We will be approving the final transfers and advances for the year, the
adjustments for the 2016 budget and then the temporary appropriations budget for 2017. I will do
my best to get you drafts of all of that information in time for Caucus.
Chief Eugene Carcioppolo (Fire) - Just a report to Council of what our Fire Deparment did for
the last month from October 17a' to November 20~'. We responded to 80 EMS calls, 30 fire calls,
7 annual fire inspections were completed, 12 car seat installations, 5 EMS drills and 9 fire rescue
drills. Six of our members attended the Northern Ohio Trauma Symposium on the 14~' and 15a' of
this month. Union President Steve Conti helped me prepare the food for the Chili Cook-Off.
Lieutenant Michael Palumbo came and helped distribute it to the people in attendance. Thank you.
The Fire Department has also been doing a lot of CPR training at the high school, some of it
collaborative with Highland Heights and Mayfield Heights instructors.
Mr. Jerome asked, where are we at with the Assistant Chief position that we are looking to fill?
What is the timeline on that?
Chief Carcioppolo replied, the Civil Service Commission is meeting on the 29a' to certify the
results and will be sending it to the Mayor. At the Council meeting in December, the individual
would be sworn in. We will need a replacement because that .position would move up.
Mr. Jerome asked, everyone who has taken the test is a current employee?
Chief Carcioppolo replied, yes.
Mr. Jerome stated, then you will have to fill that position?
Chief Carcioppolo replied, yes. If we promote one person from within the ranks, that would open
one of our full-time positions currently that we would have to fill so that we are at our full current
staffing level.
