Minutes of the Regular Meeting of Council <br />Monday, December 19, 2016 <br />Page 19 <br />Mr. Salashour replied, absolutely. This is more than just a mass notification system. What <br />we have is a real life-saving system. <br />What the general public does not know is last year because the 911 system was not <br />designed for cellular use, almost 10,000 people died in the United States that called 911 <br />using cellular phones. It is a major problem. What we have been able to do is create a <br />system where the reporting of location to public safety services, the accuracy goes up by as <br />much as 90%. We already have over 70 agencies nationally using it. Last Thursday, I <br />carne back, it was my second invitation from Homeland Security and NIST, which is <br />National. Institute of Standards and Technology. They are the authority within the Federal <br />Government to make recommendations. They are going to do be doing a paper on our <br />system. We have upwards of 1,000,000 people using our system now. <br />I did a presentation to the Mayor and the Chief and they could see how it .could <br />substantially improve the location reporting, the reporting of issues directly to public <br />safety over to the 911 system. .It's a substantial improvement. As a matter of fact, <br />federally, issues we resolve today are mandated to be resolved by 2025. <br />We have documented cases where this has saved people's lives. I have been a resident here <br />for many many years. I work with over 800 police and fire agencies. We have amazing <br />safety forces here. I am very very proud, I truly arn, to be working with the public safety <br />folks with you guys. We will be able to provide the service that 99.9% of communities <br />nationally would like to offer but they don't have the technology to be able to offer. Even <br />for folks like Progressive, working with them is something that public safety and the <br />Mayor's office and us will have to work with them. We will have the ability if someone at <br />Progressive has an emergency need and they are on the 5th floor and they tap an icon to get <br />help, public safety will know the call came from the exact location, the floor and what <br />room they are close to. <br />Council President Saponaro asked, does anyone have any questions? <br />Mr. Marrie commented, one of the really strong points of this is that the call from the app <br />or the cellphone goes directly to our police dispatcher here in Mayfield Village. It does not <br />go out to the general and then be passed on to us. <br />Mr. Salashour replied, exactly. Which is huge. We have had many many cases where <br />somebody from here dialed 911. The call goes to the center downtown, they ask a bunch of <br />questions, they put you on hold, and then they decide to transfer you here to the Mayfield <br />Village dispatch center. Because they did not have the information, Mayfield Village <br />dispatchers then will have to ascertain the same amount of information before safety forces <br />could be sent. With this system, within 3 seconds, if they are -within Mayfield Village <br />boundaries, where the public safety can control the boundaries, the call will come directly <br />to the dispatch center. Even if the caller is in the park, for example, that could be set up. <br />
