Minutes of the Regular Meeting of Council
Monday, July 16, 2012
Page 7
is going to probably begin in approximately two weeks to do the concrete repair over there. If
you have any questions, just let me know.
LEGAL DEPARTMENT - Diane Calta
Ms. Calta had one item. In follow up to the Caucus meeting, Diane Wolgamuth and I met with
Roger Riachi who is the Project Manager for all of the Library projects. He has responded to the
Village's request. I think I reported last time that he had cryptically said he had good news but
didn't give any other details past that. I don't know if Council remembers the update. We have
been given a number by Mr. Riachi but I do not have it in writing yet. He said he would be
formally putting his contribution from the Library in writing. The contribution they are providing
to the Village at this time, and I want to couch it in terms of one, I don't have it in writing from
him yet and two, there is a question that we still need to answer between the Village and the
Library and Mr. Riachi as to some additional expenses, but the number that they are willing to
reimburse the Village is $38,000.
FiRF - Chief Mohr
Chief Mohr reported, the communiiy is coming forward again in the request for smoke detectors.
We have received a request for 341 detectors from the community, of which the residents will
pay $5,258 and Mayfield Village will subsidize $2,156. That was buying two and getting one
free. There will be 341 smoke detectors ordered.
FINANCE - Ron Wvnne
Mr. Wynne reported that in the Plain Dealer last month, you may recall seeing an article that the
County had completed the reappraisal process of the residential neighborhoods. As an FYI, the
impact to the Village will be a reduction in taxable value of property of about $6.7 million or
about 6.5%. From a dollar standpoint, the impact to real estate revenue will be around $10,000.
A second item, tomorrow, Diane Calta, Diane Wolgamuth and myself will be meeting with the
Mayor of Gates Mills and a couple of their Council people to discuss our EMS Agreement and
also to discuss questions we have on their proposal for the dispatch request. We need to respond
to that by the due date of August 3`a
POLICE - Chief Edelman
Chief Edelman provided a short status update on the Gates Mills RFP for combining dispatching.
I have reviewed the information they provided regarding their types of ca11s and call volume and
compared them with the data I was able to get from our Data Management System. It appears
that their ca11 volume is about roughly half of what ours is per annum. I provided these numbers
to Mr. Wynne. We .are working together to see how that equates into a dollar amount. I have
spoken with Chief Szeredy about the RFP and he is well aware that we can provide him with
dispatch service. He assured me that they would be going to split the RFP and seek a jail contract
elsewhere; but that would be their responsibility, not Mayfield Village's. I met with the SPAN
Chiefs last week and we may have revived discussions on regionalizing dispatch and jail. This is
something that had been talked about way back when SPAN was started in 1972. At that time it
