Minutes of the Regular Meeting of Council <br />Monday, November 17, 2014 <br />Page 8 <br />NEW BTSINESS <br />IV)<otion to authorize expenditure in the amount of $71,835.00 to Greve Chrysler <br />Dodge Jeep for the purchase of three Dodge Chargers for Police Department. <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to authorize expenditure in the amount of <br />$71,835.00 to Greve Chrysler Dodge Jeep for the purchase of three Dodge Chargers for Police <br />Department. <br />Council President Buckholtz asked, any questions? There were none. <br />Roll Call: AYES: All Motion Carried <br />NAYS: None Expenditure Authorized <br />IVYotion to authorize expenditure in the amount of $2,500 and to enter into aone- <br />year contract dvith Geofeedia for on-line investigative tool. <br />Mr. Marrie, seconded by Mrs. Mills, made a motion to authorize expenditure in the amount of <br />$2,500 and to enter into aone-year contract with Geofeedia for on-line investigative tool. <br />Council President Buckholtz asked Chief Edelman, could you go through one more explanation <br />of what this is? <br />Chief Edelman stated, this is a social media monitoring tool. It searches the public domain of 9 <br />different social media sites which is something you can do individually sitting at your computer. <br />This is a catchall for all 9 of them. It looks for certain keywords and phrases based on whatever <br />location you set for it. There was some discussion at Caucus as well as Safety and Service as to <br />the appropriate use of such a tool. In your e-mail, I provided a policy to that effect that regulates <br />use in my detective bureau. It is an investigative tool that will not only help us solve crimes but <br />prevent crimes as well. <br />Council President Buckholtz asked, what other communities are using it? <br />Chief Edelman replied, Lyndhurst and Mayfield Heights are both using it. <br />Council President Buckholtz asked the Law Director, I saw the policy you wrote. Is there <br />something we need to do? I am concerned about this because it's no different than anything else <br />going on in the electronic world. We are entering it and putting our name on it. <br />Mr. Diemert replied, the policy will suffice. We are really not monitoring everyone's social <br />media. It's only in the case of probable cause for a crime that has been committed and you are <br />looking for clues with keywords that directly relate to that crime or your potential acts of <br />individuals who you already may have some suspicions. It wouldn't be a bad idea for the <br />detective bureau to give the Safety and Service Committee along with the Mayor as Safety <br />Director monthly updates as to how it has been used so you can monitor it. <br />
