Regular Council Minutes <br />6-16-03 <br />Page 14 <br />apply again for Issue One grants for those. This lot splits out the parcel and those respective <br />sizes to facilitate applying for additional funding for those. They are essentially one agreement <br />to purchase a114 properties. <br />Council President Buckholtz asked if there was any additional discussion. There were no <br />comments. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Ordinance Enacted <br />First Reading of Ordinance No. 2003-25, entitled; "An emergency ordinance authorizing the <br />Mayor to enter into a purchase agreement with John J. Palermo, as and for the acquisition of real <br />estate located at 596 S.O.M. Center Road." Introduced by Mayor Rinker and Council as a <br />Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2003-25. <br />Council President Buckholtz asked if there were any comments. <br />Mr. Brett said this is the Palermo property which is a part of the Issue One grant from last year. <br />This involves rehabilitating the stream in and around the Service Department and we were <br />originally going to eliminate one ball diamond and we will still do that. What this does is <br />provide us additional acreage much closer to S.O.M. Center Road which actually is a better place <br />to have it. What we will do is lower the land in and around the stream bed and really widen it. <br />This will have the effect of slowing down the volume and the velocity of the water and the heavy <br />rainfall. The best comparison I can think is if you took garden hose and slit it; water would not <br />come out as fast at the nozzle and that's what we're trying to do is lower the stream bed, <br />increasing the amount of retention or detention that's possible during a heavy storm and take it a <br />lot closer to where the water goes underneath S.O.M. Center Road and that will actually leave <br />the park where the current ball diamond is less susceptible to heavy water and it won't get as <br />much. Sothis will essentially start to address the issue of the Upper 40 that we've been kind of <br />battling with for the last 10 years. <br />Mayor Rinker said, again, I think this is something that is good for all Council representatives to <br />take note of really with their constituents. Because, it's the proverbial killing two birds with one <br />stone. As Phil pointed out with Upper 40, we are actually going to be able, we think, with the <br />engineering design that this gives us by adding Palermo to Wiley, slowing down by 50% the <br />flow that now goes through Aintree North into the Upper 40 area.
