ROUGHDRAFT - NOT REVIEWED OR APPROVED BY COUNCIL <br />10-20-03 <br />Regular Council Meeting <br />Page 10 <br />Mrs. Mills said yes; we want the wage ordinance to stay current. <br />Council President Buckholtz said I have no problem with that. <br />Mrs. Mills said whoever is going to be Council President [2004] will have to make note of that <br />committee. <br />Council President Buckholtz said right now we would recommend leaving it as a special committee <br />to deal with employee issues. <br />First Reading of Ordinance No. 2003-37, entitled; "An emergency ordinance authorizing change <br />order no. 1 to the contract with Great Lakes Construction, Inc. with regards to the S.O.M. Center <br />Road Widening Project. Approve Change order No I to this contract in net the amount of <br />$200,000.00 authorizing installation of landscaped medians consistent with the engineering drawings <br />presented to Mayor and Council which are incorporated by reference subject to the final engineering <br />approval." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to suspend the rules of Council requiring an <br />ordinance to be read on three separate occasions. <br />1 Roll Call: AYES: All <br />NAYS: None Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mr. Marrie, made a motion to enact Ordinance No. 2003-37. <br />Council President Buckholtz asked if there was any discussion. Was this discussed in Finance? <br />Mrs. Mills said yes it was. Dr. Parker has some questions that he would like to direct to the Police <br />Department. <br />Dr. Parker said I had requested some form of verification as to the impact on our safety and services <br />as far as with a median. I know we had discussed it previously, many years ago, as to the impact of <br />medians on both turnaround and vehicles, both getting across it, being able to service it-from the <br />Service Department aspect and maintenance. I heard some comments from Chief Mohr who had <br />indicated that the existence of a median would pose no obstacle to their being able to respond to any <br />type of emergency presented to the Fire Department-that was my understanding. Mr. Metzung had <br />indicated that he didn't feel that maintenance was an issue considering the amount of square footage <br />that we were dealing with in terms of the green space and whether it is more difficult with the traffic, <br />he felt is was manageable. But I also wanted to hear from the Police Department as far as concerns <br />in terms of traffic control, issues with the turnaround and traffic backing up in turnarounds and <br />posing a threat or a hazard to people rear-ending people that stopped to go through a turnaround or <br />traffic backing up from it and onto the main thoroughfare. I hadn't yet heard anything from the <br />Police Department. <br />
