We discussed this in Finance; we had <br />the dollar amount there; it is in Section 2 of the Ordinance. <br />Council President Buckholtz asked if there was any discussion. <br />Mr. Marquardt said I believe proceeding with this without having a comprehensive plan of the trails <br />in the Village as requested by the residents is putting the cart before the horse. I think we should <br />have that plan in place prior to going any further with this. <br />Council President Buckholtz asked, isn't this to put the plans--- <br />Mr. Marquardt said a comprehensive plan throughout the Village as requested by our residents as far <br />as having other trails------considering the fact that this---area has only 2% of the population or less. <br />Council President Buckholtz said Mr. Marquardt is referencing a conversation we had at Caucus. For <br />the record, if I may, there are other trail systems and other access points that people have requested <br />and we've looked at. This is one that would have been considered a main spine from the center of <br />town towards the north on the west side of S.O.M. and acknowledging that it is not the only trail <br />system that we would be looking at. Any other comments? <br />Dr. Parker asked, do we have any idea how much additional cost it would be-I know this is <br />~~ ~ something we need to address soon anyway-but how much additional cost it would be to add on <br />URS looking at other parts of the Village as far as how they relate to these trails or how additional <br />trails would be. I guess maybe we do need a comprehensive study. Maybe we don't want to hold up <br />this project with the other but maybe that should be part of the whole package in terms of long-term <br />packaging. <br />Mayor Rinker said if I may respond, I think that's a fair question. What I suggested and part of what <br />this is doing (of course each area is going to be a little bit different) but we should get an idea from <br />the way in which this evolves on this particular segment to get a sense of what kind of expenditure--- <br />--I don't know if anyone can really answer---the first part of your question. The second, I think it's <br />an excellent idea to look throughout the Village. We are looking at a trail here and it is running <br />virtually at least 3/ of the entire length of the Village from north to south, exclusive of the area that's <br />south of Wilson Mills. It certainly does not incorporate anything east of Hanover Woods which was <br />the last project that you had walked door to door on to make that connection--on the south of Wilson <br />Mills, nor does it address what it would be on the north side-although we looked and I think . <br />everyone agreed that the north side of Wilson Mills Road poses a whole different set of problems. <br />But my view is I would welcome doing that all over. But I think what we are trying to do is take it a <br />step at a time-do it incrementally. And this way we have cost management. And I would remind <br />everyone that one of the features of the S.O.M. Greenway Project-an extension which we have <br />been able to dovetail parallel projects. And both north and south and east and west, while the trail <br />runs north and south it involves various properties that cut into 3 and as many as 4 drainages. That <br />opens up an opportunity for leveraging dollars through Issue One-an Ohio fund money-that you <br />don't necessarily have to know the locations. But we've been able to look at land acquisition costs <br />which we've been able to apportion rather well between the County, the State as well as our own <br />
