11-17-03 <br />Regular Council Minutes <br />Page 7 <br />7 <br />,} <br />ROUGI-I DRAFT -NOT REVIEWED OR APPROVED B g' COUNCIL <br />SPECIAL COMMITTEE REPORTS <br />S.O.M. Widening -Mrs. Mills deferred to Mr. Metzung. Mr. Metzung said paving for the major <br />portion of S.O.M. Center was completed on Saturday. There are sti113 small sections to be <br />poured. We are looking at approximately 3 weeks to complete those so they will be moving <br />traffic over sometime mid-December to the new roadway. They have completed driveway aprons <br />and going across what will be the old section onto the new for the people on the west side. They <br />have completed many of the drive aprons for the west side residents and have put some <br />extensions for the east side residents to get to the new roadway. They have put the tapers for the <br />tie-ins near Highland Road and are getting ready to make the transfer as soon as they can. <br />Wage Negotiations - Dr. Parker said the committee met with employees and staff on <br />Wednesday to discuss considerations for their concerns and any requests regarding the wage <br />ordinance that they may have. We had quite a number of individuals speak to us; I thought it was <br />very productive. We also met this evening to review the issues that were raised by staff and there <br />may be some changes forthcoming but as for now, we will keep the wage ordinance on second <br />reading as it is. <br />2020 Vision - Mr. Marquardt said the 2020 Committee will be meeting this Wednesday, <br />November 19th at 7 p.m. to review the proposal. <br />OLD`I3USINESS <br />OPEN PORTION - 3 minute limit imposed by Chair. Those who wish to speak must first state <br />their name and address. This open portion is limited to discussion pertaining to the items under <br />"Old Business" only. <br />There were no comments. <br />Third Reading of Ordinance No. 2003-32, entitled; "An emergency ordinance authorizing and <br />directing that a portion of the funds collected from area businesses in the days after the horrific <br />events of September 11, 2001 be allocated to construct a place of peace and tranquility in <br />coordination with the current development of scenic nature zones within the Village." Introduced <br />by Mayor Rinker and Council as a Whole. (First Reading 9/22/03; Second Reading 10/20/03.) <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2003-32. <br />Council President Buckholtz asked if there was any discussion. <br />There were no comments. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />
