Minutes of the Regular Meeting of Council <br />Monday, October 17, 2011 <br />Page 13 <br /> <br /> <br />Motion to acknowledge receipt of fmancial reports for September 2011 and to <br />approve of same as submitted. <br />Mr. Saponaro, seconded by Mrs. Mills, made a motion to acknowledge receipt of financial <br />reports for September 2011 and to approve of same as submitted. <br />Council President Buckholtz asked if there were any other questions, <br />Mr. Saponaro stated, Ron did explain to Finance that in the first 10 months of this year we have <br />already met our budget for income. So, any income we are to receive as a municipality for the <br />remainder of the year will be above what was expected in terms of budget. We are also on track <br />to be lower than budgeted for our expenses for the year as well. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Expenditure Approved <br />First Reading of Ordinance No. 2011-36, entitled, "An emergency ordinance authorizing <br />and directing the Mayor to enter into a Development Agreement with Winfield Deacon <br />Limited Partnership and Deacon's Chrysler Jeep Dodge relative to certain improvements." <br />Introduced by Mayor Rinker and Council as a Whole. <br />Mr. Saponaro stated, Council President, we had a question from Finance. Does this need to be <br />approved prior to the election? We on Finance recommended it to come to Council, but then the <br />question remained of whether it was going to go on three readings or whether it was going to be <br />approved in one reading. We didn't know that. <br />Law Director Diemert replied, it would be my recommendation that you adopt it before the <br />election. <br />Dr. Parker, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an Ordinance to be read on three separate occasions. <br />ROLL CALL: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mr. Saponaro, seconded by Mrs. C;inco, made a motion to enact Or.dinance No. 2011-36. <br />i <br />Council President Buckholtz asked if there was any comments. <br />Mr. Saponaro stated, one of the di?scussions we had was that there were a lot of conditions <br />John was talking about where we haven't figured out the final details but as it was pointed <br />out, the Development Agreement itself needs to be worked out, the conditions. That's <br />really what we are focusing on, not the project as a whole. Our approval would just be for <br />the Development Agreement. If the voters pass, that's wonderful. If they don't Deacon's
