When the Commission had asked me in to talk about where I stood on <br />referendum voting, I could tell them candidly I've been on both sides of this issue and <br />there's certain times where being able to move quickly would be helpful. In our <br />community we've been able to use it and I know that when we talk about ultimately if we <br />look to a rezoning of Beta whether it's with or without a referendum vote, we would try ? <br />to be very very thorough one, in arriving at any kind of new category and frankly I think <br />it would be something that Council would like to be put out to voters anyway. In our <br />community I think we can handle it. 'I'he third time something came up was actually a <br />Charter Review Commission previously was looking to this very issue and my concern at <br />that time and I think we're seeing it borne out, is that we're almost prisoners to our <br />process. We were given a relatively short period of time from the point that the <br />Commission announces its results for voters to be able to do it and people have a feeling <br />that they're being railroaded and I would suggest that a lot of people from what I've <br />heard feel that here. We're trying to use the process effectively. Ultimately though I <br />think in our community this is a Council that is sensitive enough. . This Administration is <br />sensitive enough when it's a big ticket issue like that we can work with it. I think we can <br />work with it either way. <br />* * * <br />Q: Mr. Mayor, isn't it true that the land the Weisburg's barn sits on has already been <br />committed to the Library? <br />Mayor Rinker: The barn sits on different land, the rear of the property. But the front has been <br />committed to the Library, yes. <br />Q: So that requires a zoning change, isn't that right? <br />Mayor Rinker: That's incorrect. <br />Q: That's incorrect? <br />Mayor Rinker: That is incorrect. There's no rezoning issue. <br />Q: Then how can you put a library on land that is zoned for residential?
