Minutes of a Public Hearing
October 6, 2010 ,
Page 33 ?
'
no effort to steer this. So I mean, that's why I'm following up, because I'm concerned
that you come away with a serise that somehow this was being manipulated which is what
I've heard a number of times. ;Is that what you feel?
?
Q: No.
Mr. Diemert: All my letters did was summarize what the Charter Commission asked me to
summarize to explain their position. So when you say I'm influencing, it's just the
contrary. They influenced what my letters said by asking me to explain it to people and
to others.
Mayor Rinker: I want you to understand. We have a Charter responsibility to be the messenger.
To provide the information in as fair and clear a fashion as we can in a candid fashion.
We take that very seriously. Dr. Keller, you wanted to say something?
Dr. Keller: From personal experience in the Lakewood Charter Review Commission and
working with Charter Review Commissions, almost every Commission would be totally
affronted if somebody came to the Commission and said, we want you to do this. They
. just would not do that. They would not do it. It's like trying to direct a jury to come to a
decision. They're just not going to do it. In fact, in Lakewood, the Mayor talked to us,
the Council, and we voted to change the form of government. So it's obviously, that's
one of the more independent and really democratic processes I have seen. That's why I
like working with Charter Review Commissions and Charter Commissions because they
really take that serious. They are not going to be forced to follow anybody else's agenda.
That's my experienee.
Mayor Rinker: Let's take orie more question and then I'm going to ask that we break. But
again, people are welcome to stick around and we can talk informally.

Q: Thank you. I'd like to direct a question or ask for comments from Dr. Keller. Thank you
for coming tonight. Dr. Keller; you said this evening that voting is not as important as the
ability to deliberate and that private deliberation without interruption is the key to
representative government. I'd like to ask you to comment please on our County
government and to address these specific- points. Haven't we suffered enough from
private deliberations in this County? Hasn't it proven foolish for us as voters to delegate
