DEPARTMEI~TT BEAD REPORTS: <br />SERVICE - Douglas Metzung <br />Mr. Metzung thanked Mrs. Eisenberg and indicated that he would pass along to the Service <br />Department her kind words. <br />Everyone should have received a copy of the letter from Tom Cappello regarding the Wilson <br />Mills Road resurfacing. Following up to that, until such time as they get the final layer of <br />asphalt on, we will not be able to plow Wilson Mills Road east. We will do our best by salting, <br />but we will not be able to plow it because the manholes are sticking up in the air. We will <br />certainly be on top of them to let them know that this is unacceptable. The project has been <br />moved back to December 23rd. Mrs. Cinco asked if it can be salted. Mr. Metzung stated that we <br />will put as much salt on it as we can. <br />Dr. Parker asked when the asphalt plant closes. Mr. Metzung responded that in some cases, <br />already. They will typically keep one open in the downtown Cleveland area until most projects <br />are done. They know Burton Scot still has significant asphalt to put out, so they will stay open. <br />Mr. Cappello added that one option the County has done in the past in this situation, for which he <br />is not necessarily a fan of, is that if they know the plant is going to close and they will not get to <br />the specific temperature which is 50 degrees to put the asphalt down. The County can wait, but <br />in doing so, it may not work out. They can ramp those areas a few feet or more to the castings <br />and put asphalt to bevel. Hopefully we can talk to them and look at it. You can't just bevel one <br />side of the road and not the other where these castings are. They will have to do something in <br />such a way that you can still plow and not damage anything. <br />Mr. Metzung indicated that that might still damage the plow. He has reservations about it. Dr. <br />Parker asked if they stick up about an inch and a half. If there is significant snow plow, can we <br />set our plows at 3 inches, or are they what they are? Mr. Metzung responded that they are what <br />they are. We do not put shoes on our plows and even if we did, you are still running the risk of <br />catching a shoe on one of these waterboxes or manholes. <br />Dr. Parker asked if the long range forecast can be projected. Mr. Metzung indicated that the <br />weather forecast looks bad for the next 10 says. Mr. Cappello added that it is supposed to be <br />below 50. That could change. Dr. Parker indicated that something needs to be done. It is going <br />to be a mess if we cannot snowplow it. Mr. Buckholtz asked if it is the entire length of Wilson <br />Mills. Mr. Cappello responded that it is at least that area. Dr. Parker added that we have to be <br />prepared. We are going to get some major snow in the next couple weeks. Mr. Cappello <br />indicated that the plan is that once they get the rest of the shafts drilled, they will put temporary <br />concrete down through the winter. With the temperature today being what was needed, it is <br />disappointing they decided not to pave today. They will need at least a day. They will open the <br />road for the winter without completing it. They will get the surface course down. If they cannot, <br />they will ramp so that the road can be maintained through the winter. Mrs. Mills indicated it <br />would seem the ramping would be as much work as just laying the whole coat down. Mr. <br />
