Because of the <br />turning feature for the development of the Krenzler property, it is going to be very difficult to <br />have any safe crossing point in the median area other than at Krenzler's property. And this is <br />something I have asked Tom Cappello to revisit. I have asked Chief Dearden to look at and I <br />think at the end of the day, it may well be that there will be some inconveniences during certain <br />times of the day for the property owners there in that area. We have tried as much as possible to <br />design the median to meet the best of all circumstances and we may not necessarily be able to do <br />it. So that is pretty much the status of where we are right now. <br />Mr. Marquardt said well I am disappointed we would put this median ahead or above the <br />convenience of the property owners who have lived in the Village for many years and it truly is <br />an inconvenience and a difficult passage for them to have to go around Beta and back to Wilson <br />Mills to get to the center of the Village. It just doesn't fit with the concept of making the Village <br />friendly for residents. <br />Mayor Rinker said well I won't belabor the debate, I disagree. I don't think that the <br />inconvenience that it poses will be altogether than onerous most times of the day and in the long <br />run we are looking at a highway that is going to be more than double its current size. Having the <br />median treatment is something that we think will be very advantageous to property owners and it <br />certainly will provide a s'afety feature and the safety aspect of it is something that we shouldn't <br />trivialize. <br />Mr. Marquardt said we have managed to accommodate all other residents other than these 2 and <br />of course accommodate Judge Krenzler's property. I think it behooves us to take into <br />consideration these last two residents that are being inconvenienced by this divided highway. <br />Mayor Rinker said the request is duly noted but I think that at the end of the day we have to be <br />prudent in the way in which we balance the safety factors, the functionality of the overall <br />roadway system and what may be on occasion an inconvenience for a property owner. So I think <br />it will work out really well. <br />Mr. Saponaro asked, Mayor; is Mr. Cappello going to provide a schematic on that? <br />Mayor Rinker said well we have already had a schematic. In fact, we went through this about a <br />year ago with a number of property owners. There are a few property owners who won't have the <br />convenience of a cut-through. What we tried to do was put cut-throughs in places where they <br />would be serving double duty for some residents, where we could join driveways, where we <br />knew that there would be an opening area. What we've learned is that O.D.O.T. specifications <br />(and this is a state road) has certain restrictions and doesn't altogether prohibit, but discourages a <br />multitude of pass-throughs. In this particular area, on Beta, between Beta and Fisher's, even <br />though the roadway has been elevated, there still are some siteline issues and in crossing, <br />whenever the traffic is very busy, could pose some difficulties. We weren't doing this to <br />accommodate Judge Krenzler as much as we are a development that will have upwards of 25 <br />homes in that area which is comparable to any side street. And as a side street, a residential <br />street, having that kind of access is altogether a different proposition than an individual <br />driveway. There will be in that area a place to cue up. Dr. Stabile has misstated what I said about <br />u-turns. What I had indicated, and this is my understanding based on my discussions with Chief <br />Dearden is that there will be times when we anticipate people will be able to execute u-turns <br />r?-
