DRAFT <br />Council6/20/OS <br />Page 18 <br />• Article XII - Miscellaneous provisions. Council may require first-time newly elected <br />members of Council and Mayors to attend courses or seminars relating to municipal <br />government at the Village's cost. Council shall choose the course or seminars to be <br />attended. <br />Mr. Caticchio stated the reason we put Council choosing it is because we don't know what is <br />available. Mr. Caticchio stated he has been practicing law for 45 years and along with practicing <br />law, he's also been a developer for 45 years. He's been on this side of the table for Planning <br />Commission, Zoning Commission, Board of Appeals, Council; there's only 20% of the people <br />ever sitting on any board, commission, council that ever knows what the heck they are doing. <br />Being in the political life is the only place you don't need an education. You don't have to go to <br />college to become President of the United States; you don't have to go to college to become <br />Mayor of the Village and he thinks it is a good idea to have these people take a couple of <br />seminars in government, so that they know what they are doing. <br />Mayor Rinker stated he agreed, it was a positive thing to put in the Charter and Mrs. Cinco <br />agreed. <br />Mr. Marquardt asked how would you hold an official to that? <br />Mayor Rinker stated the wording made it discretionary. Mayor Rinker stated the Village has had <br />a very open policy not for public officials, but employees to further their education; we regularly <br />send people to the Leadership Academy, which seems to be useful for most people. <br />Mayor Rinker and Council thanked Mr. Caticchio and all the Commission members for their <br />hard work. <br />• Discussion of Phase III Renovation - Civic Center <br />Mr. Buckholtz stated he had this item put on here, discussing the Phase III renovation of the <br />Civic Center. He referred to his memo, asking Mr. Chapman if he contacted Word of Grace. Mr. <br />Chapman will follow-up with them. <br />Mr. Buckholtz stated that Mr. John Marrelli has done a great job so far and so has Mr. Doug <br />Metzung with the renovations. Mr. Buckholtz needs everyone to put together numbers as to <br />what we're looking at, at the main assembly hall. We don't know if Word of Grace is ready to <br />move or have found another place. <br />Mr. Chapman stated he has spoken with them recently and knows they have not found another <br />place. They haven't even started construction on the other church yet. Mr. Chapman stated we <br />can ask them to leave 90 days from now as per the contract. Mr. Chapman wants to discuss the <br />time frame with Mr. Marrelli first before contacting Word of Grace.
