Regular Council Meeting <br />1-22-01 <br />Page 8 <br />OPEliT PORTION - 3 minute limit imposed by Chair. Those who wish to speak must first sta.te <br />their name and address. This open portion is limited to discussion pertaining to the items under <br />"Old Business" only. <br />There were no comments. <br />NEW BUSINESS° <br />• A motion to authorize an expenditure in the amount of $6,400 to Xpanets for the annual <br />maintenance of the telephone/voice mail system for 2001 <br />Mr. Busa, seconded by Mrs. Mills, made a motion to authorize an expenditure in the amount of <br />$6,400 to Xpanets for the annual maintenance of the telephone/voice mail system for 2001. <br />Council President Marquardt asked if there were any comments. <br />There were no comments. <br />Roll Call: AYES: All <br />NAYS: None <br />• A motion to authorize an expenditure in the amount of $5,600 to Kustom Signals, Inc. <br />for one eye vvata?ess video system <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to authorize an expenditure in the amount of <br />$5,600 to Kustom Signals, Inc. <br />Mayor Rinker asked Chief Stevens to explain why we have them, what we do with them and the <br />positive impact they have. <br />Motion Carried <br />Expenditure Authorized <br /> <br /> <br />Chief Stevens said each of the marked patrol cars has a video system that records everything that <br />occurs out the front of the police car as well as the audio of the officer's voice and those he comes in <br />contact with. We have had this in effect fleet-wide for the past 5 years. They run continuously 24- <br />hours a day as long as the car is in service. This is to replace one of the aging unit that is wearing <br />out. Since we have had this program, we have had close to 60 citizen complaints about officers' <br />conduct. After reviewing the tape, in 59 of the 60 complaints, the citizen is fictitiously making up <br />the details. It has been well received because it verifies our word. In addition, we have not lost a <br />DUI or other major traffic arrest that was filmed on video--now that there is videotape to play to the <br />jury to support the officer's version. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Caxried <br />Expenditure Authorized <br />
