Regular Council Meeting
May 21, 2001
Page 2 °-
examination it is discovered that a proposed use doesn't really require the standards that have
traditionally been imposed. If there is ever a question as to what a particular use might bring,
Planning & Zoning would continue to require the land banking of parking spaces, as we
currently do. There are several nuances to the proposed changes that would give Planning &
Zoning a second bit of the apple, if necessary. We also add some potential uses that we think
residents would like to see in the area-medical offices, recreational facilities, and daycare
centers. We really think the requested changes are minimal, will not compromise the integrity of
our zoning code and could make Beta Drive a more viable and resident-used portion of the
Village. We hope that our efforts were not for naught, and that Council would see their way to
take this endeavor to the next level. Thank you.
CONSIDERATION OF MINUTES
Regular Council Meeting=Apri1 16, 2001 - Mr. Busa; 'seconded by Mrs. Mills, made a motion to
approve the minutes.
Roll Call: AYES: All
NAYS: None Motion Carried
Minutes Approved
COMMENTS FROM MAYOR RINKER :
Mayor Rinker had no comment.
COMMENTS FROMCOUNCIL PRESTDENT MARQUARDT
Council President Marquardt expressed thanks for the condolences for his mother. She had been
at Governor's Village for only 2 weeks but his experience is that that it is not only a first-class
facility but an asset to the community. She felt very much at home there; the care was
outstanding. He thinks the article in this issue of the Voice of the Village is right on target.
DEPARTMENT HEAD REPORTS
Service - Mr. Metzung said the Highland Road bridge construction is scheduled to begin on June
11. On June 19, they hope to plan to begin to remove the bridge deck and are hoping to do the
work at night from 10 p.m. to 6 a.m. They are requesting to do work at night because they must
close I-271 as they remove the bridge deck. They will be coming to the Village and requesting a
variance to our noise ordinance. He checked with Mr. Diemert regarding our options. Mr.
Diemert said this is an O.D.O.T. project and their rules supercede our local rules. They [ODOT]
will be coming to us as a formality. As the project begins, Mayor Rinker and I will put together
a letter and will go door to door to each resident to let them know when the project begins, when
the road will be closed, about the work to be done at night and anything else we can to stay in
contact with those residents. They will be holding monthly progress meetings which we will be
