What is a problem is what those pre-existing <br />conditions could mean with each carrier and how they are going to surcharge that group. They have <br />to take the group; HIPPA said they have to take the group. That was 3-1/2 years ago. If you haven't <br />had a 61-day gap in coverage in going from one group to another group, they have to take you. They <br />can charge, within their filed rates within the State of Ohio--they can charge within those <br />parameters. From table 1 to a Table 34 with United Health to 28 with Medical Mutual. They charge <br />within those. COSE is a little different--they have 7 different tiers. With COSE you cannot design a <br />plan to have x, y, z plans. They are steadfast and you can't change them. To really answer your <br />question, no, it is not going to make any difference. You could have 10 agents come in and give <br />them the date that has already been published and out to Phil's office and the packages and anybody <br />can quote and design a program. They are only numbers until it comes down to filling out some type <br />of questionnaire. I would love to do a situation as far as polling what the committee wants as far as <br />structure and going forward with that. I would love to be involved with that and would share that <br />with as many agents as you want and make it a competitive playing field. I have not been in a <br />situation that I cannot bring anything to the table that what I am locked in to bringing. We have had <br />either alternatives coming back off of Anthem to pare back that plan, they call it a downgrade--it is <br />not really a downgrade, but changing the program a little bit and tweaking let's say the $5 to a$7 or <br />$10 drug card or tweaking some internal deductible inside that plan. It's not been appropriate <br />because we are locked into language--we have a bilateral contract that both people have to adhere to. <br />You do have a problem going forward at the next renewal at 2002 with the cap on benefits--with the <br />$1,065 or $1,085 and we are approaching that so now is the position to talk with the police and say <br />we have to make an intelligent financial decision with respect to going forward. But changing the <br />Agent of Record today isn't going to mean one thing or another. It's not going to change going <br />forward; it is not going to change anything other than that. I can tell you adamantly that Pat Dearden <br />in the Police, until that committee is set up and active--I don't mean to be threatening--that is what <br />was told to me--I took the liberty to have a couple of ineetings with them--that is the position they <br />have taken. All things being equal, I believe to this point, because of confidentiality I can't name <br />names, but I think I have serviced the Village very well. Yes, it has been nice and I want to <br />continue. I don't like being in a situation of something that I know I can help going forward. But, <br />I've been in a corner and I know a lot of people haven't been on Council for all these years but the <br />bottom line is that I work within my parameters--I couldn't go outside the boxes because of that <br />contract. If the contract changes or they are willing to give and take someplace else in the structure, <br />that is fine. Worst case scenario, you give that Agent of Record letter right at renewal, you couldn't <br />move off of Anthem--all things being equal, I don't think he's earned the business. The other thing I <br />am concerned about Anthem and the approach of a split funded plan with Anthem because they do <br />not want to be put in an adverse situation. If you look at your Property and Casualty, you will be <br />shocked with some of the things that will happen because of funds and the use of funds. All things <br />being equal, I would like to retain, and it's not going to make any difference to Mr. Hopkins to shop <br />this contract--to shop this policy anyplace else. I would like to finish my tenure and hopefully be in <br />a position to give you some other numbers to that process. <br />Mrs. Mills addressed Mr. Diemert and asked what do you think about the committee--what do you <br />think our steps should be as far as negotiating because you are so involved with the unions.
