Regular Council Meeting <br />5-15-00 <br />Page 13 <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Authorization Given <br />First Reading of Ordinance IVo. 2000-10, entitled; "An emergency orclinance authorizing <br />the expenditure of $5,333.25 for the installation of a video arraignment program in <br />conjunction with the Lyndhurst Municipal Court." Introduced by Mayor Rinker and <br />Council as a Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Mrs. Mills, seconded by Dr. Parker, made a motion to enact Ordinance No. 2000-10. <br />Roll C:all: AYES: All <br />NAYS: None <br />Motion Carried <br />Ordinance Enacted <br />First Reading of Ordinance 1Vo. 2000-11, entitled; "An exx?ergency ordinance approving the <br />final draft Solid Waste Management Plan Update 2001-2015 of the Cuyahoga County Solid <br />Waste Management District." Introduced by Mayor Rinker and Council as a Whole. <br />Council President Marquardt said this orclinance will remain on first reading. We will <br />discuss it at Caucus. <br />First Reading of Ordinance No. 2000-12, entitled; "An emergency ordinance creating <br />Chaptex 955 of the Codified Ordinances relating to Drainage and Infrastructure." <br />Introduced by Mayor Rinker and Council as a Whole. <br />Council President Marquardt said this ordinance will remain on first reading. He read this <br />and thinks we discussed that the voting members should be the Councilpersons at Large <br />and the 2 residents. That is not in that legislation. <br />Mr. Ilacqua said he discussed this with Councilman Bill Buckholtz. As a member of the <br />Sewer Liaison Committee, Mr. Ilacqua said he felt Mr. Buckholtz would more qualified to <br />be on the Committee. Mr. Ilacqua asked if it could be changed to be the two Council <br />members at large and a third Council member. It looks like he will have a lot on his plate <br />in the near future as far as cominittees. Tllere could be a project in his urunediate <br />neighborhood. <br />Council I'resident Marquardt said the logic was that the Councilpeople At Large are under <br />everyone's interest.
