Regular Council Meeting <br />5-15-00 <br />Page 14 <br />First Reading of Ordinance No. 2000-13, entitled; "An emergency ordinance authorizing <br />the acceptance of easements for ingress and egress, parlcing and utility easements for the <br />Governor's Village site." Introduced by Mayor Rinker and Council as a Whole. <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to suspend the rules of Council <br />requiring an ordinance to be read on three separate occasions. <br />Roll Call: AYES: All <br />NAYS: None <br />Motion Carried <br />Rules Suspended <br />Mrs. Mills, seconded by Mrs. Cinco, made a motion to enact Ordinance No. 2000-13. <br />Dr. Parker referenced the article from the News Herald in their packets. When they said <br />they were bringing in this facility, it was that this is what they were bringing in. It was a <br />dimension we were going to add to our community that was different than the other <br />construction going on. While I am not saying that I would not envision having any other <br />construction there, I have a problem with the fact that we discussed, and he brought out <br />that they had other buildings placed on their site map that weren't assisted living facilities <br />and we have a lot of construction going on at this time and i felt that one thing at a time. I <br />don't know whether I feel it is appropriate there (whether it is allowed or not) and they <br />took it off. Now, in this article (dated 5/9/00) they say call this number for leasing of our <br />office complex. He felt things were moving too fast and didn't want to approve something <br />like that and 2 weeks later they are marketing their project. (Dr. Parker quoted from the <br />article.) <br />1Vlayor Rinker said he dces not know what detail that whole discussion will lead to. <br />Anything they do, they must come through Village Committees and back to Council. They <br />have never made any bones about eventually doing it; whether it is sooner or later, time <br />will tell. He does not think anything that will go in there will be of particularly large scale. <br />Those are all issues we generally control. <br />Discussion was held about the variety of things they had talked about. <br />Mayor Rinker said he does not thullc they have ever said anythixig other than they are <br />looking to develop that in a modest way that would tie in. T'here are 2-3 acres of wetland <br />area that can't be used. <br />? <br /> <br />Mrs. Mills said they had to make some kind of footprint in order to get their approval from <br />the Corps of Engineers.
