We are looking at sometime in early Summer. Construction <br />has begun on S.O.M. I have fielded some calls (as have Doug and others in the Village) <br />regarding issues and concerns that residents along S.O.M. have. I think everyone has done a <br />very good job of responding to these (URS and our Service Department.) In terms of the timing <br />of the project, the latest update from URS is that (and I will quote Mr. Burgess directly from the <br />minutes): his best guess depending on how the right-of-way acquisition goes, that we should <br />receive authorization from O.D.O.T. to proceed to advertise for bids. The actual construction <br />phase of the project in June and an actual award and start of the contract--construction hopefully <br />in August with completion for Fall of 2004. We also discussed moving the fire hydrants on the <br />east side. We thought that was a very good idea. We have scheduled a meeting for March 12 at <br />7:30 p.m. We will probably have more frequent meetings (I would assume) as the project kicks <br />off in earnest to allow people to have a greater degree of accessibility to the committee and to air <br />their concerns. <br />Council President Buckholtz: I have talked to Rick Christian. I am curious, do we have a chain <br />of command set up once a project is going--about how we reach through URS or directly through <br />contracted people? Should we go through the dispatcher or internally.... <br />Mayor Rinker: Yes, we do. [Are you asking] if the resident has a question? <br />Council President Buckholtz: If a resident comes home and finds trees down or blocking their <br />driveway or something. All these projects start this way; sewer project didn't work; Parkview <br />got quickly attended to; then it was a great communicative effort where people could talk <br />directly... <br />Mayor Rinker: In that context, I would say definitely call Village Hall. If Village Hall <br />personnel aren't there, call Dispatch. Within the Village itself, right now our point person for <br />property owners has been Mark Burson (who is reporting back through URS). We have weekly <br />meetings where we've reviewed (between Department Heads and URS) the progress of the <br />project. That will involve input from people such as Doug, Bernie, Phil, me and Joe. That is <br />kind of ongoing. As far as a hotline, if there is a question there, I think people if call their <br />Council representative, if they call Mr. Ilacqua or you, they are free to do it but it wouldn't hurt <br />to go through Village Hall. If you'd call and let it be known, then we can keep track. <br />Mr. Ilacqua: I have been in contact and I have spoken to Mr. Burgess and Mark Burson; Doug <br />and I as well meet frequently regarding issues that are pressing. So far, I think we have done a <br />pretty good job. Mr. Marquardt just pointed out a pretty good procedural issue, perhaps, Doug <br />we can start building a log just for the instances where there are concerns expressed by citizens <br />to see that we have [a log.] <br />Mayor Rinker: Donna is doing that. We have created in two locations, basically, a dossier, for <br />each property; primarily with the Law Department, Diane Calta, and Mark Burson and I have <br />asked Donna to do the same thing because we're going to get calls; Phil is going to get calls; <br />Doug is and we are trying to keep track. Just two weeks ago I got a call from Mr. Kinnard, who <br />had already talked to Mark Burson and with the people at DDD (they had crunched his cleanout
