This open portion is limited to discussion pertaining to the items under <br />"New Business" only. <br />There were no comments. <br />ANY OTHER MATTER THAT MAY COME BEFORE COUNCIL <br />Mr. Cappello requested authorization to go to bid for street striping. <br />Council expressed, informally, approval to advertise. <br />CLOSING COMMENTS <br />Mr. Marquardt said he had Donna put a copy of a 1971 letter from Mr. Kerver in Council's <br />packets. On the letter was a January 1972 response from Mayor Bob Beebe that said "Few <br />problems in life lack simple solutions. Can't we somehow untangle this one?" Mr. Marquardt <br />said this is a problem that Mr. Kerver has been battling for 30 years. The proposal he is making <br />here and what he is pointing out is exactly what we are planning to do now by opening up the <br />swale that blocks the water which was patched by putting a catch basin in which overpacks the <br />system that he is on, causing that water back-up. We are attacking one portion of that problem <br />by opening up the swale and closing off that catch basin going into his system. I am proposing <br />that we take another step and on a quarterly basis--at least--look at that shallow beaver creek that <br />connects Blueberry Circle with the Park and keep that open so it flows. Also that the Drainage <br />& Infrastructure Committee consider whatever would take Mr. Kerver off the system that feeds <br />directly into his line and gets him a clear shot of any back-up and put him down the Hickory Hill <br />system which has been checked out by our Engineers--and solve this guy's problem. I don't <br />think we have a maintenance program on our drainage systems. Swales and creeks deteriorate <br />over time. There should be something that says every 3 years or 30,000 buckets of water or <br />whatever comes down them, they should be checked to see that they are still operating as <br />originally designed and to take whatever corrective actions are necessary. Doug was telling me <br />that the swales on some streets are starting to show signs of filling in and aging. I think we <br />should ask for, on the Northwest Quadrant, a maintenance plan from our engineers so we know <br />what to look for and how to maintain these things so we can avoid these "patching of problems" <br />all the time; and at least keep the new systems maintained the way they're supposed to be.
