Regular Council Meeting <br />4-22-02 <br />Page 14 <br />Mrs. Cinco said we have had numerous talks with Mr. Kerver beginning way before last year. <br />This was discussed a number of times at Drainage & Infrastructure, part of the problem was <br />addressed last year. <br />Mr. Metzung said the project is on the books but has not been completed. <br />Mr. Marquardt said we know that there are maintenance cycles for different things and that the <br />beaver creek requires at least a quarterly inspection. <br />Mrs. Cinco said that Mr. Diemert wrote a letter saying that once we clear a swale, the property <br />owner must maintain it. But, we've always had problems. <br />Mr. Metzung said even if someone maintains it by mowing it and keeping their garden out of it, <br />etc., over time it just isn't as functional as it was in the past. <br />Mrs. Cinco said we have many projects we need to catch up on. <br />Mr. Brett said the beaver dam that affects Mr. Kerver is in the 1Vletroparks. <br />Mr. Metzung said that is correct. When we found there was a beaver dam, we requested they <br />remove it. They did some of it by hand and last Friday they were supposed to go back and get in <br />there with a machine. I didn't get a chance to go back to check (yet.) We have had discussions <br />with people in the Metroparks regarding that tributary. A lot of them came with the S.O.M. <br />widening. There are areas that need to be taken care of on their side--the pond and the creek-- <br />and they are looking for us to do things on our side. That goes along with the detention that we <br />are looking at on the west side of S.O.M. Center Road. These items are being moved forward. <br />They are very conscious of how much water comes into their Park. They want to try to maintain <br />the same level that they had back in the '30s and '40s; and unfortunately, that is not going to <br />happen. <br />Mr. Marquardt said if we can't control the creek, then let's get Mr. Kerver off of that system and <br />get him in the bypass that gets him on Hickory Hill. He is the direct recipient when that thing <br />backs up. I don't want to see this thing going another 30 years. It is unreasonable. <br />Council President Buckholtz said he found out at a homeowners' meeting last Monday (Worton <br />Park) that many residents have problems. If you would draw the dots on a line [of the people <br />with flooding], you can tell that it is coming from this other creek. This is something that I want <br />to address. We started the Drainage & Infrastructure Committee. It's going to take some real <br />evaluation of the funding for that committee; although I don't think that's directly the answer. I <br />think individual capital infrastructure improvements is what needs to be done. So, I agree with <br />you 100%; I am glad to hear you're bringing it up more or less from your side of town. I am <br />mentioning it from my side of town; and have discussed it with the Finance Director and he said <br />we would do whatever it takes. We aren't going to continue to pump money into improvement <br />projects and amenities and let this stuff go. I can't feel stronger about that and hope that all of <br />Council would agree. I'm sure we all know of situations on our streets where this is happening.
