Regular Council Meeting <br />6-17-02 <br />Page 12 <br />community that benefits residents, and residents including those who live here and those who work <br />here in the community at large, that Tax Incremental Financing which is a methodology enacted by <br />our Ohio Revised Code can work and it can work very effectively. In prior discussions we have had, <br />again, my understanding is that the Goldberg Companies (I think) informal discussion or <br />representations to the State of Ohio when we were dealing with the Progressive site had indicated <br />that they, too, would support Tax Incremental Financing to the extent that it would be utilized with <br />their property development. Is that correct? <br />Mr. Bell replied yes, sir. <br />Mayor Rinker said we had talked about the roadway in the overall development and part of the <br />discussion with the cul-de-sac Mr. Marquardt says is a no-brainer, but again I think it's important to <br />point out that as this project develops, as this site develops, it's going to be developed in phases. We <br />don't exactly know how long they'll take, what they are going to take. As Mr. Bell has just <br />indicated, because you build to hold onto it, you are going to approach it with those interests in <br />mind. With that being said, my understanding is that you will agree in substance that you would not <br />see height variances for structures that would be within the first 1,250' west of the centerline of <br />S.O.M. Now, you may have to do the quick math there. In general, I guess what I am suggesting to <br />you that this is in response to the point that Mr. Christian made, that primarily any high end <br />development such as we are looking at on this site, which was looking for a 4-story structure. <br />Originally, you were looking at a 5-story structure; that you are maximizing the proximity to I-271. <br />That elsewhere, neither to S.O.M. nor to Highland is that issue of height something that is really a <br />concern of you as far as trying to achieve visibility. Is that correct? <br />Mr. Bell replied absolutely. <br />Mayor Rinker said we've looked at this and, again, this would be subject to discussion but I think if <br />you understand 1,250' west of the centerline is again to focus on those properties that would lie <br />frankly west of any interior road that you are projecting right now. And, similarly looking to the <br />south, that you would not be looking to development of closer than 800' north of the center line of <br />Highland Road as Mr. Buckholtz pointed out, and as all Council I think as all of Council have had a <br />chance to look at some of these siteline issues, when you measure 800' north-other than this <br />particular site, we're effectively talking about as you move from the top of the page down in this <br />kind of green area, that for the balance of the residences situated on the north side of Highland, you <br />are not looking-and you are effectively committed to building heights that would not seek height <br />variances--and I am just saying that out loud-he addressed Mr. Bell and said you have a perplexed <br />look on your face? <br />Mr. Bell said we've certainly always been comfortable with the concept that we would not seek a <br />height variance. If you tell us that we can't build less than 800' from the center line here, this site <br />goes away. <br />Mayor Rinker said not to develop--but simply not to develop over the 3 stories. <br />Mr. Bell said we are very comfortable with that. <br />L__ <br /> <br /> <br />12
