~, Regular Council Meeting <br />} 9-23-02 <br />Page 9 <br /> <br />1, <br />i <br />Mr. Metzung said no, just to say that Committee as comprised, fits very well to what is <br />requested by the Phase II group. It's a good fit. As I said in the letter, it is already up and <br />running. This project is going to go pretty quickly. <br />Mayor Rinker asked Mr. Metzung if he can give everyone a general idea of what we <br />mean by Phase II. <br />Mr. Metzung said the U.S.E.P.A. has mandated that all communities with separate storm <br />and sanitary sewers put in regulations regarding their stormwater outfalls so that the <br />guidelines will be such that erosion control and public information and things of that <br />nature have to be included in Ordinance form and Mayfield Village will have to actually <br />receive a permit to discharge storm water into the creeks and rivers and lakes in Ohio. <br />What we will be looking for is getting that permit. Getting that permit requires us to go <br />through many, many steps. <br />Mayor Rinker said if I could add one thing, just to sort of pull everything together, we've <br />talked in the past about different Issue II projects, and there have been a number of <br />conversions already that have taken place from septic to sanitary systems and we <br />typically go in and upgrade storm systems as well. We had applied and have since <br />reapplied this year for the Eastgate/Meadowoodnefghborhood, that has been next on our <br />chart. Eventually it will spread into Thornapple, Highland, Metro, any of the streets that <br />have septic tanks that are adjacent to S.O.M. which now has a gravity trunk line in it, are <br />really the next order of business. Part of our being able to meet the compliance <br />requirements for the Phase II is to demonstrate that we have been actively working to <br />make those kinds of changes. What no one can predict in the long run, is that when we <br />enter into PhaseII, how different communities are going to be handled as far as either <br />speeding up the time tables for some of these projects, whether there is going to be a <br />whole new round of unfounded mandate issues, we suspect not. We've generally had <br />good success with Issue II. This last year for this particular project, we did not make it in <br />Cuyahoga County Level because we are a Village. We succeeded in qualifying the first <br />round of small government's lending, which we did not get but we've reapplied, we've <br />changed the form a little bit. Just another example of how we are trying on a larger scale <br />to make these kinds of changes. The Storm Water Infrastructure Task Force, that group <br />has been doing this sort of on a smaller really kind of customized if you will for <br />groupings of 2, 3, 4, several houses. We are trying to blend larger projects and smaller <br />projects together. We think overall we should be able to demonstrate to the satisfaction <br />the powers that be, we are doing what we can. <br />Council President Buckholtz said Doug, on your recommendation to invite Kyle Drefuss <br />Wells to give a presentation, do you want to go ahead and find out whether that will be <br />better for October or November or right after the first of the year. <br />
