Regular Council Meeting <br />10-21-02 <br />Page 18 <br />know that the first Monday of the month, typically, is the Caucus and the 3'~d Monday of the <br />_ ~ month is the Regular Council Meeting. At the last Regular Council Meeting, which was <br />convened per scheduling, this matter had come up per standard procedures from the Board of <br />Appeals and the request was made at that time that the matter be postponed until the next regular <br />meeting of Council. Now part of the problem is as a practical matter, Council agendas typically <br />are not finalized until, at best, the Thursday before, usually the Friday before that Monday <br />meeting and it is not uncommon for Council agendas to be amended in some form. A lot of <br />times as you heard tonight for matters that are coming before the Finance Committee. But by in <br />large when a matter is pending before the Council and there is a request to postpone, you can <br />expect that it will be up on the next agenda. You are always encouraged to call Village Hall but <br />typically you are not going to get the agenda information because nobody has the agenda <br />information usually until the Friday before and sometimes, as I say, there can be changes on that <br />Monday. But it's a pretty safe bet that once that matter is on an agenda for Council, it is going to <br />continue from meeting to meeting, from month to month, for that purpose. Now there are times <br />where there are special meetings that are convened for special purposes. And under our Charter <br />and ordinances those can be convened 72 hours in advance as long as there is publication in a <br />local newspaper or just standard procedure. Most people don't pay much attention to that.. Then <br />in instances like this where there is keen interest, what we have tried to do is something really <br />that is more ad hoc and that is we try to listen and then respond in some meaningful way. Now I <br />was not at that last Caucus Meeting but my understanding was that this reference made to <br />_ notifying residents was going to be if there was to be an informal meeting of some kind that <br />' ~ would be convened either in the form of a neighborhood meeting or if there was going to be <br />- ~ some kind of special meeting. That was my understanding. And on last Friday after the <br />feedback, I got direct feedback especially from Dr. Parker in whose ward this is located. His <br />concern was that there really should be some form of a neighborhood meeting. And that's the <br />notice that we said we'll send that out, let people know and November 4th is the night that has <br />been chosen for that. Not to do something after the fact but to do something just generally to <br />discuss this thing. We were made aware last week that there was serious consideration by the <br />Steigerwalds that they would look to modify their plan, but candidly, up until they come forward <br />and make the representation to Council and make that request, it's otherwise an item that is <br />typically slated and was slated for this agenda. So just so you understand, Mr. Scasny, this was <br />up because a vote would have been pending just under standard operating procedure--unless until <br />someone, usually an applicant, makes a request that it be tabled. And if that request is made, it is <br />still within the Council's discretion to accept or reject that request. It is just a matter of-it's <br />kind of like Robert's Rules of Order. <br />Mr. Scasny said I guess I just would have appreciated, Mr. Mayor, if that was given to us or to <br />me last meeting. And again, I was under the impression because I was told (and there were other <br />people here at that meeting) that we would be notified when this topic came up again. <br />Mayor Rinker said well you were notified of the meeting which is what every resident got. <br />Mr. Scasny said as it concerns me... <br />Mayor Rinker said well I think you misunderstood. That's why we would encourage you to <br />attend meetings and learn more about how these meetings function. Because part of that <br />
