Regular Council Meeting <br />2-17-03 <br />Page 5 of 20 <br />variances. So, this will come in front of Planning and Zoning and the Board of Appeals. We are <br />asking that 20201ook at it, that Council look at it. I think this is probably as good a project as <br />any to test the validity of what it is we're all trying to consider reevaluating when we look at <br />Beta. That's it. <br />Council President Buckholtz said one quick question. Is this similar, Phil, to Issue Two where <br />they have a small government to fall back on? <br />Mr. Brett said no. There are no loan components. There is no staff. It's Issue Two without any <br />of the- <br />Council President Buckholtz asked, it's still DOPWIC? <br />Mr. Brett said the Cuyahoga County Planning Commission has allowed Claire Kilbane-has lent <br />Claire Kilbane to the NRAC--but no, it is not Distrrict One. The boundaries are the same, whole <br />different committee, whole different set of rules; and again, they don't have the assistance of the <br />staff. And actually a lot less politics than we are finding with Issue 2. <br />Mayor Rinker said you don't get the inner ring, outer ring approach. But what we do-and <br />again, this is how this insight works or not for us-the people who are voting are predominantly <br />very environmentally conscious people. They are tree lovers. I mean they are very attuned to <br />that. And the fact that we are dealing with Chagrin Watershed, we believe, will, going into it, <br />make this a project that they will look at. That is why we are being pretty bold for the amount of <br />money that we are looking for. <br />Council President Buckholtz asked, can we assemble a week from tonight? Are you available? <br />Do you want to make it at regular time or do you want to make it earlier-for a special meeting. <br />7:00, 7:30? (A few people called out times.) Seven. Very good; Donna, 7:00 next week. <br />Council President Buckholtz I have no comments at this time. <br />DEPARTIVIENT HEAD REPORTS <br />Service - Mr. Metzung said thank you, Council President Buckholtz. With Joanne's approval, <br />I'll cover the stormwater management item. Everybody received the Phase 2 Dra$ for <br />Stormwater Management. I will make copies available to anyone that is interested in it at <br />Village Hall or my office. I am requesting from Mr. Buckholtz that next week's-or next <br />Caucus-or the first Caucus Meeting in March be made a Special Meeting of Council to pass a <br />notice of intent for this. It has to be in by March 10, so well, we'll be doing that March 3`d and it <br />doesn't leave us a lot of leeway, but as you've seen by the draft, there's a lot of work that went <br />into it. And, also, I asked Council President Buckholtz to set up a Public Hearing before the <br />Caucus Meeting on the 3`d to meet one of the-the final requirement before passage of the Phase <br />11 requirements.
