Special Council Meeting <br />2-24-03 <br />Page 6 <br />be a park there, well yeah; you know what here it is. We've bought the property; we have it. On <br />both sides of this underpass we are designing a park. I have to believe they are going to say okay. <br />Mr. Marquardt said well I will say that we have never-the bilateral trail that keeps coming up has <br />never been approved by Council, nor has it ever been discussed in a-as it's even debated in an open <br />forum, in a Council session, which I have complained about in the past and perhaps that would give <br />it more credibility but there seems to be a reluctance to debate this issue in a Council session. <br />Mayor Rinker said well I'll be candid. That's Council's prerogative. I've talked about it <br />consistently and I introduced it to Council in September of 1999. At the end of a meeting I said we <br />have other things to talk about and nobody wanted to talk about it then. I have talked to every <br />resident who comes up and talks to me about this whole thing. I've let it be known in Citizen's <br />Advisory, talked about it in Planning and Zoning, I've talked about it in front of this Council, <br />whether or not Council has formally debated it or not, it certainly is not a mystery to anybody about <br />what the Administration's position has been. I have advocated it as a development tool, I've <br />advocated it as a place of making place, I've written to the voters probably 4 or 5 times in articles. <br />So I think it's begging the issue to say that we haven't had the opportunity to discuss it and to debate <br />it. <br />Mr. Marquardt said but it hasn't been and it hasn't been approved by Council. <br />Mayor Rinker said as a concept in and of itself, no it hasn't. Nor do I think that it's absolutely <br />critical that it has to. Because I think when you look at each one of these, I think Falkner, whether or <br />not ultimately a trail gets built, I've been talking to people who want to develop, the gentleman Greg <br />Baka who came here the other night, I talked to him back in December when he was talking about <br />the Hague property, I said, just so you know, the Administration is promoting this idea. When I sat <br />down and we talked with Skoda and Skoda has come back and basically doubled the workforce in <br />less than a year; same thing. We've talked about it there. Same thing. We applied for Issue One <br />grants and got money last time around. We are lowering the rear field at Wiley, we're expanding <br />that creek there; I've talked about that's an area where we can run the trail. So, I've been trying to <br />put it out there as much in front of everybody to recognize that I think this is an idea that people <br />need to embrace. What people need to do with it, ultimately, all I can do is hope that there's enough <br />support for it. <br />Dr. Parker asked, at what point are the other individuals, Zako and Falkner, at what point are they <br />committed? Are they going to sign something that commits themselves to this agreement <br />regardless at this point? At what point do they commit so that if we send something to O.D.O.T., <br />they can't back down. <br />Council President Buckholtz said, I wanted to ask, is Zako a part of this project; is the acquisition of <br />Zako part 3 of this? <br />Mayor Rinker asked, is the resolution set for all 3 or? <br />Mr. Brett replied all 3.
