Regular Council Meeting
4-21-03
Page 6
Sewer Liaison Committee - Council President Buckholtz said there is no report.
Stormwater Management/Drainage & Infrastructure - Mrs. Cinco said Drainage & Infrastructure
will meet Friday, May 2 at 8 a.m. in the Service Building. , SPECIAL COMMITTEE REPORTS

S.O.M. Center Road Widening Committee - Mrs. Mills said we are waiting to hear from
Columbus for our final approval for the S.O.M. Widening before we can go out for bid.'
Wage Ne otiating Committee - Dr. Parker said the Village will be meeting with the F.O.P. for
mediation this week.
2020 Committee - Mr. Marquardt said at the special meeting held we specifically discussed the
uses for the Church property on Wilson Mills Road and S.O.M. There were a number of ideas
kicked around as far as what it could be used for. I thought one of the more creative ones is to
set some criteria as to what that building can be used for and open it to proposals-people could
propose what they could use the Church for. There are no formal plans right now for the use of
the Church.
OLD BUSINESS
Third Reading of Ordinance No. 2003-02, entitled; "An ordinance creating a new zoning
classification for Planned Residential Development Districts which shall be known as Chapter
1159 of the Village's Codified Ordinances. Introduced by Mayor Rinker and Council as a
Whole. (First Reading 1/27/03; Second Reading )
Mrs. Mills, seconded by Mr. Marquardt, made a motion to enact Ordinance No. 2003-02.
Council President Buckholtz asked, any discussion?
Mr. Diemert asked, have the amendments that were suggested in February all been incorporated
at some point? By motion on the Council floor?
Mr. Samac said yes they have. All the amendments that were made to the best of my knowledge
are incorporated in the proposed ordinance which is part of this adoption.
Council President Buckholtz said for the record, we are voting on it as amended.
A member of the audience said it just seems whenever you have an emergency ordinance there
was something that wasn't done beforehand or something has to be done in a hurry before the
horse gets out of the barn or something. Why do these have to be listed as emergency
ordinances.
