Minutes of the Regular Meeting of Council
Monday, January 29, 2018
Page 10
Council President Saponaro stated, thank you Dr. Parker. I would like to open it up to other
Council members. We are reopening this based on Dr. Parker's request regarding the meeting
times so I need to hear from each Council member as to your position and how you would like to
move this forward.
Mr. Marquardt stated, I would be in favor of moving it back. He has a right to be able to work
with people and with Council on this. We have changed the time without notifying him very
well.
Council President Saponaro stated, that is not true. There are Minutes. There is a memo dated
November 29th. There is a memo dated December 6ffi. There are Minutes from a meeting on
December 4t'. There is a discussion again on December 18th. Dr. Parker did say to me on the
night of the 18th between the meetings that he has a conflict. That was it. There was nothing that
was brought up. He said I have to talk to you about a conflict. It was not brought up on the
floor. He and I had that discussion. In the future, things need to be brought up on the floor.
This is where we need to discuss things. So to say people were not adequately informed is not
correct. Everyone else was adequately informed.
Mr. Marquardt stated, I disagree with that. People were not adequately informed with this. I
think he deserves a chance to work with us.
Council President Saponaro stated, I have no problem with that. I do take exception to the
adequately being informed. You yourself on December 18t' said nothing. There were no
comments that you made. So if you were very concerned about that, you didn't bring it up on
the 18t' when I said, are there any comments? Would you like to discuss this further? There was
silence. Silence is acceptance. If people did not want to move it, that's when they should have
spoken up. I am happy to do what the majority wants to do but it certainly is not based on a not
being informed. To your point, Dr. Parker, though, you know, planning ahead is always a good
thing to do. I do certainly appreciate that.
Dr. Parker stated, I read all those memos and such, but it was very late in the year. I think the
main point that perhaps Bill is making is not so much that there wasn't memos and things. It
happened very late in the yeax. I had very little time to adjust.
Council President Saponaro stated, understood, but I received not one e-mail from not one
Councilperson. I received no objections except Mr. Marquardt did ask me at December Caucus
if Dr. Parker was informed. Did you know about the agenda that was going on? I had an e-mail
exchange with you and said, is there anything you wanted to discuss? The e-mail response was
no, everything looks good. That was our e-mail exchange. I am taking it out of exact quotes. _ I
certainly understand that, you know what, you both think there should have been more time in
this. That's your position and I appreciate it. VJhat do other Council people have to say? These
two would like to move Council meetings back to 8:00, so I need to hear from the remaining
Council people regarding that. Mrs. Mills? Mr. Schutt? Mr. Williams? Mr. Meyers?
Mrs. Mills stated, I have no problem with the 7:00 meeting. I have other meetings too that I
could go to. When I got your memos, I recognized the fact that I would not be able to attend the
