Minutes of the Regular Meeting of Council
Monday, January 29, 2018
Page 11
one meeting that happens on that particular Monday night so I just made other plans to do it.
That's all. I have a commitment to Council. Council comes first.
Council President Saponaro asked, do you have any objection to moving it back to 8:00?
Mrs. Mills replied, no.
Council President Saponaro asked, you have no objection?
Mrs. Mills replied, no. I think 7:00 is a good time.
Council President Saponaro stated, I understand that. But I.am saying would you object if
Council wanted,to move it back to 8:00?
Mrs. Mills replied, it doesn't really matter, but 7:00 would be a good time. If we have to
accommodate Dr. Parker, I guess we will have to go back to 8:00. The other Councilmen took a
vote the other night and we all agreed on 7:00. Now we are going to unagree?
Council President Saponaro stated; that is why we are talking about it.
Mr. Marquardt stated, we did not vote.
Mrs. Mills asked, what did we do then?
Mr. Marquardt replied, we did not take a vote.
Mrs. Mills asked, did we not all agree?
Mr. Marquardt replied, no.
Council President Saponaro stated, if we look at the Minutes of the meeting that we had, I asked
if there were any objections to which Mr. Marquardt said he wants it to go back to 8:00 and the
remainder of Council, I asked individually and they all said they would like it at 7:00. So I may
not have said, do we have a vote? But as our Law Director said, it is the majority of Council that
makes the decision and at that moment, the majority of Council made that decision. That it has
to be a formal vote or formal resolution is not required per our Law Department though we can
put it in a resolution. So to say we did not vote or have a majority or speak as a body is
incorrect. We did not do a resolution. That's something we certainly can do. Mr. Schutt, what
is your opinion?
Mr. Schutt replied, I do agree with the fact that there could have been a litEle bit more time in
presenting it. However, it was also documented. I can go either way. 7:00 is a little bit more
convenient, but when I also first decided to run for Council, the meetings were at 8:00 and that is
what I was getting myself into so if it stays at 8:00, I am fine with that as well. I really can go
either way.
