Minutes of the Regular Meeting of Council <br />Monday, February 19, 2018 <br />Page 13 <br />Mr. DiCicco stated, I get it. I understand that. Okay. The other thing was is that this was a plan <br />from 2002. I know the plan changed from the south side of the river to the north side of the <br />creek. That's all well and great. But that wasn't the master plan to connect this trail. If that was <br />the case, why did you put this tunnel underneath the road? We are approving this plan to go <br />forwaxd and then we just kind of dropped this thing. <br />Council President Saponaro stated, again, we have to weigh everything out. It has to be brought <br />in front of us. <br />Mr. DiCicco stated, we are talking about $360,000-390,000. That tunnel was close to a million <br />dollars. <br />Council President Saponaro stated, the tunnel was needed regardless. We have to have the tunnel <br />to get from one side of the street to the other. It is necessary. <br />Mr. DiCicco stated, there's crosswalks all over the place. <br />Council President Saponaro stated, that was the connectivity we decided. That was part of the <br />process from the beginning. <br />Mr. DiCicco stated, the tunnel was to continue this thing on. <br />Council President Saponaro stated, you have asked a lot of questions. There's a lot to address <br />there. It would take a longer time to do that. I appreciate your comments. We appreciate public <br />comment. I would like to have public comment during the open portion. It makes the meeting <br />easier. But I also understand that not everyone's familiar with how this works. I am happy to <br />have commentary. If there are specific questions that anyone has that don't get answered at these <br />meetings, you surely can reach any of the Council folks here. You can certainly reach out to <br />Mrs. Betsa. Certainly, administration would be happy to field any questions and get responses <br />back. So please feel free to if you have questions that need to be responded to. All that being <br />said, I am going to close of public portion if that's okay. Just because I know that we have <br />talked about it a lot. But I would like to address Council if there is anything else we need to <br />address here. <br />Dr. Parker stated, the only thing I would like to say again, if we decide to vote against this <br />project, considering that we have people in there working and while we might still have to pay <br />for it, there's a leverage of value to having been in there with all the work and if there is <br />something we want to do that might enhance that area that doesn't affect them, this would be the <br />time to say it <br />Council President Saponaro stated, unfortunately this is not the time. The time would have been <br />about almost a year ago. <br />Dr. Parker stated, okay. I don't know. All I am saying is it wasn't a year ago that we were <br />looking at changing the position of the walkway. If it can't be, that's fine.
