Minutes of the Regular Meeting of Council <br />Monday, February 19, 2018 <br />Page 9 <br />Council President Saponaro asked Mr. Budzik, is this only dealing with the trail? <br />Mr. Budzik replied, yes. <br />Council President Saponaro stated, so from our Law Department, it is only dealing with the trail. <br />If it needs to be cleaned up, I am sure they can clean this up. <br />Mr. Budzik replied, absolutely. <br />Council President Saponaro stated, it will be substantially that form, but to your point, this is <br />only dealing with the trail project portion of the stabilization. Any other questions or comments <br />on this? I know we have a number of people here from SOM Court. They have expressed over a <br />number of ineetings their concerns and questions and comments and position which I think is <br />very clear. If anyone needs to go over that, we certainly can. <br />Dr. Parker stated, I have been there and have seen what they are facing. I definitely think we <br />need to be sensitive. Obviously we have all been over to the area there and we have seen their <br />concerns. I do feel we need to be sensitive to their needs. We consider it a somewhat scenic <br />area. We don't want to be in their backyards, without a doubt. I don't know if there's something <br />that could be done to create something on the other side. Maybe it wouldn't go through. Maybe <br />it wouldn't be on that side. I don't think it should. I thinlc we should try to stay away from their <br />homes quite frankly. Maybe that's not possible, but it would be nice if there were some area <br />where people could stop and appreciate the nature without getting close to their homes. If <br />something could be done on the other side, they could stop and look and see the water falling, <br />whatever. I definitely am concerned about how the trail infringes on their properties and on their <br />homes. <br />Council President Saponaro stated, thank you. To answer the question regarding the south side of <br />the bank, that's where it was originally intended to be. However, Rachel, I know you can speak <br />to this better than I can, so you can jump in if I am giving misinformation. We were not able to <br />have the project itself on the south side because of the extent and nature of the stabilization that <br />was required there and because of the slope and how we had to move Beecher's Brook, there was <br />not going to be an opportunity to have it on that side, so the only place to have it was abutting up <br />against the SOM Court residents' property. There was extensive <br />clearing needed to do a trail on that side and a bridge and it would have been rather costly, so we <br />did not pursue that very far. <br />Council President Saponaro stated, I know that Rosemarie Fabrizio has been to many of the <br />meetings.
