Minutes of the Regular Meeting of Council
Monday, March 19, 2018
Page 14
know firsthand because having worked in my own business and raised three children while being
a Councilman, I did such things. In reality, a position of Council is not considered a full-time
job. It is typically not a primary source of income for anyone. Most members have outside
commitments related to their full-time jobs or professions. The fact that we have activity and
input from Councilpeople that are retired as well as individuals that are actively involved in the
businessworld is a plus. This diversity is good for Council. I think that we do not want to create
a position that discourages busy professionals and businesspeople from bringing their knowledge
and business acumen to this Council. I believe that moving the meeting to another time may do
such a thing.
In general, we have always been available to our constituents who have always come to our
meetings at whatever time the meetings are scheduled and typically when there are issues that
are pertinent to them. Whether our meeting is at 8:00 or 7:00 is not an overriding factor in their
desire to physically attend typically one or iwo or a few meetings. The real issue is this from my
perspective, if we can all come to a meeting at 8:00 but one of us cannot come at 7:00, I think
it's appropriate not to change the schedule for a time that every one of our Council members
cannot attend, but to meet at a time when we all can attend. This has served as it has existed for
the last 20 years I have been on Council and it has served us well.
As you know, I have no issues with moving the first week Council Caucus meeting to 7:00, but I
do have a problem with moving the third week Council meeting to 8:00. So; in conclusion, I
would ask that we keep our Caucus and Council at 8:00 p.m. or if we change the Council Caucus
meeting to Monday at 7:00 as we have already and leave the Regular Council meeting at 8:00 in
terms of my perspective at least until the remainder of my term. I believe I have a lot to
contribute to Council and the community and would like to continue to represent my constituents
that have elected me these many years and do so. Thank you very much for your consideration.
I would respectfully request this motion not be approved. Thank you.
Council President Saponaro asked, does anyone have any comments or commentary?
Mrs. Mills stated, in the News-HeYald, they post all of the meeting times. I have been watching
it very closely. Most Council meetings are at 7:00. I don't know how that happened and when it
happeneci but since this has come up, I have been watching it very closely. Some of the meetings
are even earlier than that, like the Board meetings. It seems like Dr. Parker is the only one that is
having a problem with this. That's too bad. I feel sorry for that. But we are all busy people. I
have another meeting for a club in the area here on this night and I give up that meeting because
of the fact that I can't be there. I have to be here. This is my first commitment.
Council President Saponaro stated, thank you Mrs. Mills. Does anyone else want to comment?
Dr. Parker stated, I know that issue was brought up once before. I don't know what kind of club
it is. I think it's a social club or something, but I think the difference being is that many
businesspeople have certain cominitments. Of course I am telling you I have one. If it were a
simple club that I wanted to go to or something like that, then that would be no issue and I
«ouldn't bring t]Iis before you or ask you, but it's not that siinple I think and I just don't see tlle
sanle situation here. I think it could easily apply to otiler people who are involved in business
