Minutes. of the Regular Meeting of Council <br />Monday; June 18, 2018 <br />Page 5 <br />Council President Saponaro stated, no; _I think it's really what do you .want us as your elected <br />officials •to do as we go forward becaiise on one side; all we would do is put it on the ballot so that <br />everyone could. make a decision and, make inforrried decisions and everyone would have to put out <br />there their inforniation so that they informed everybody because people'that do not want it may be <br />here but there may be a lot of people that want it or don't care or would be in support of it that aren't <br />here or there are more people that don't want it that are not here. Either way, right? So, I am looking <br />for what the expectation is from Council. : <br />Mr: DiFranco replied, two things: Primarily, the residents of Highlarid Road don't want it. They <br />signed a petition. <br />Council President Saponaro asked, roughly how many people are we talking about there? <br />Mr. DiFranco asked, do we know how mariy we have? <br />Mr. McDowell replied, I would say about over.80%.of the homes on Highland that I talked to. <br />Mr. DiFranco staYed, so without tlie property that is going to benefit from this, certainly they <br />wouldn't sign: Others didn't sign for various reasons but most of the residents on Highland did. So, ? <br />primarily those unpacted by this are the ones that you should consider. I would tliink that that would <br />be precedent setting. There's two issues on precedent setting. One, you are. setting precedent by <br />allowing these type of developments to come in arid certaunly on Highland Road. I know that there's <br />going to be other areas where these.start to fa11. . <br />Council President Saponaro stated, that's the thing: We are not allowing anything to come in:' Let's <br />just have a discussion on this. Let's talk about a project that doesn't need voter approval that comes <br />'in. Everyone is in support. They tlunle it's great. But it gets to Plasuung and Zoning and it doesn't <br />satisfy the Codes and.the needs there. They don't end up building it.. And it's widely supported. <br />Because we _have mechanisms required to go through this whole process. So; again, if we, as a body <br />were to say let's just put it to the voters, why make everyone jump tlirough hoops to figl-lt or not fight <br />it; get it on the ballot, let's let you all make that decisiori, incliiding us as individuals. . Ifwe were to . <br />do tliat; that's not in support of it. We are not approving it. There's still .the whole process they have <br />to go tluough. <br />Mr. DiFranco stated, I understand that; but in voting in favor of putting it on the ballot and getting an <br />affirmative vote to those that don't understand the Code that you are talking about. It shouldn't be <br />the objective of the Mayfield' Village residents to prevent tlus from happeniilg, it should. be the <br />objective of those outside tlie commuiuty to work to put it on,the ballot. So what we.are tiying to say <br />is, vote no to put it on the 6allot: The developer cai1 still go out and get.his petitions and get it ori the <br />ballot. Then if he ends up getting t11at, then he can get it on the ballot and then we will fight to get <br />the voters to vote it down at that point. That's the process that we have. We have two ways to go <br />about this: One, the developer can get petitions to put it on or two, Mayor and Council can vote to <br />put tliis on the ballot without a petition, conect? . <br />Council President Saponaro replied, Nve can.
