Minutes of tlie Regular Meeting of Council
Monday; June 1.8, 2018
Page 6
Mr. DiFranco stated, so, allow the process to work its way through in the direction that it should go
through: If nobody came here and said we are opposed to it, then, okay; well nobody ieally cares,'so
let the developer put this on the ballot and let it vote out. But obviously there are people here that
care that are concerned about it. Not just on Highland Road, again, within the entire community. of
Mayfield Village. And I think I presented some vety important and critical pieces that are important
to this community that should be considered. It's not just an "it's in my backyard, I don't want it".
We are not saying we don't want a development to happen there. It needs to fit the character of the
Village on Highland Road. That's what we are asking for: Certaunly, the developer bouglit it
knowing it was zoned as single=family "residential. plots and now he wants to come in and carve
something completely different in there. That's fine, but we need to make sure it meets the character
and scope arid what we want within this community.
If Mayor and Gouncil said yes we are going.to put it on the ballot, the citizens of this community are
going to say.well that's an informative vote. They.re approving it, so I can vote yes on it. Because as
you have seen, not everybody within the community spencls their tune here at 8:00 at night on. a
Monday niglit. They have other tliings they are doing. Now what we would haVe to do is if it would
get on the ballot, is certainly market to.tty to prevent this throughout the community and hope that
we get a no vote if it were to be on the ballot. What we are asking is; don't even put it on the ballot.
The developer can certainly go out and get signatures and get it on the ballot. There's a procedure to
be followed and a turning point here I am sure you will agree with that; and maybe to go out and get
a petition:
Council President Saponaro stated, the reason why I am having a discussion with you is (a) you and I
spoke on the phone and I thullc you are very informed and there's infoimation to provide. This does
help us because this is testimony that we are also hearing and receiving so that we canalso make a
good decision on this and it does lead to other things that. we have to look at, not just this particular
ordinance but how do we look at things going forward? That's. why I am engaging in a discussion
with you on this. Mr. DiFrarico stated, and I appreciate it.

Council President Saponaro continued; I would not do that when we are dealing with the. ordinance
itself. That's wliy we are doing it in the open portion. I appreciate. your latitude in allowing me to
ask questions. You provicied us with good information. I don't know if there's anything else that you
would like to add;.but you have answered my, questions. Certainly anyone from Council can ask a
question to Mr. DiFranco or anyone aciually if anyone wants to. .. Mr. DiFranco stated, one final tlung. I would like to go right to the simple piece, wluch is the
precedent setting. side of tlungs. Wliat you ai•e doing is when you `start this type of precedent setting
theme, wlzether opposing it to go on tlie ballot or approving it aiid tllen it getting rezoned as such, you
set a precedent to. start these type of developments coming in Mayfi.eld Village. My understanding is
you only need 4 acres to start tllese type of developments. There are still large lot sizes out there ai1d
you can see that the price tag for these units that are going in, there is a market for it and when tlzat
happens you have some of flie aging homes in our coininunity on some of these routes that could fall
in the same «-ay. Now)'Oll h3VC Illa11), of these units or these type of developments -oing in aiid yott
set that precedent. We talked about tlvs in terms of plaruung and master plaiuiing and what we
