Minutes of the Regular Meeting of Council <br />Monday.. July 15, 2019 <br />Page 4 <br />Governor's Village on the 21 s'. Call the Senior Services Department to make <br />reservations. <br />Committee Reports: <br />Citizens Advisory Committee (Patsy Mills): Our next meeting is September 29`h at The <br />Grove. Could I personally thank Mayor Bodnar, Council and especially the Service <br />Department for making the Blue Star Memorial Dedication Ceremony so special? It was <br />really a nice affair. It only happened because of the cooperation through the Village. <br />Thank you all again. <br />1VEW BVSPWSS <br />Motion to authorize expenditure in the amount of $10,730 to Anselmo's Inc. for <br />Drainage & Infrastructure project located at 6767 Hickory Hill Drive. (Engineer) <br />Mrs. Mills, seconded by Mr. Marquardt, made a motion to authorize expenditure in the amount <br />of $10,730 to Anselmo's Inc. for Drainage & Infrastructure project located at 6767 Hickory Hill <br />Drive. (Engineer) <br />Council President Saponaro asked, discussion? I have had discussions with a couple different <br />people here and we have also looked at the Ordinance. Is everyone prepared to vote on this this <br />evening or do we need to look at this and table it and make sure we are meeting all of the <br />requirements here? I just wanted to at least throw that out there because I have had a few <br />discussions with some of you and there was some concerns about the Ordinance itself. We can <br />have the Law Department look at it and make sure these projects are being handled correctly <br />through the Ordinance. Any response? <br />Mr. Meyers stated, I believe that we should look at it. We have a threshold for how much we can <br />spend on these projects and there was a budget for the year. I believe they are both over the <br />threshold and before we vote on it, I think we should look at this closer. <br />Council President Saponaro asked, Mr. Coyne, can you talk to us about this? <br />Mr. Coyne stated, sure. Chapter 955 provides for a criteria. Both of these projects using the <br />point system on the application scored and were technically eligible. They did go to D&I. D&I <br />referred it to Council in part under 955.05. If the Committee reviews a project that exceeds <br />$10,000, it has to go to Council for approval. The owner or owners involved, I think the Tish <br />matter, has three property owners involved and the property at 6767 Hickory Hill is just one. <br />That is one requirement of the ordinance. Second, both projects total an amount that exceeds <br />$25,000. Based on the 10% provision of the ordinance, they both total approximately $30,000, <br />so 10% of that has to be paid for by the effected property owners so the annual budget will have <br />to be amended by approximately 52,000. Council has discretion to do both of those things, but it <br />is your discretion. <br />
