Minutes of the Regular Meeting of Council
Tuesday, January 21, 2020
Page 15
That's the way I feel about it. When I put this thing together, I spent a lot of time doing that.
Two members of the Zoning Board spoke with me after the meeting adjourned; Mr. Prcela and
Ms. Jeanblanc. I took the time to write the notes on a piece of paper.
Mr. Prcela to me said to not worry — do nothing — no one is going to bother you (me). I said to
him; will you put that in writing? He said nothing to me.
I won't quote Ms. Jeanblanc's because she asked me not to, so I won't mention that. I will say
that she did stop us in the hallway and tell us we should definitely go to Council. I didn't even
know what that meant. She said she was an attorney. She also said the sketch speaks for itself in
any setting like that. What was on there was indisputable. I am not using her words exactly of
course. These are the words on my notes. I wrote those notes immediately when I got home that
night.
That's it. It is a very handy enclosure. The side door of our house goes right out to it. It hides
the cans perfectly. It is not objectionable to any neighbors. I think the problem is just, the notes
are clear that I could build it the way I built it. I don't know what the problem is. I will just let
you guys take it from there. What do I do at this point, ask questions?
Mr. Coyne stated, to the Council President, some of the ground rules for this. Mr. Previte, thank
you for your statement. This is a public hearing. It's an appeal of the Board of Zoning Appeals
under the Village's ordinances. This is your request for Council to overturn the decision of the
Board of Zoning Appeals. Mr. Marrelli will explain what occurred at the meeting, but I do have
a couple of quick questions for you, Mr. Previte. Are you retired now, Mr. Previte?
Mr. Previte replied, I was a building contractor all my life. I have never retired officially. I
stopped building about 6 years ago.
Mr. Coyne asked, what did you build?
Mr. Previte replied, I built residential homes.
Mr. Coyne stated, residential homes. So, you are familiar with building codes and building
enforcement?
Mr. Previte replied, I have been building homes for 47 years.
Mr. Coyne asked, and you received a building permit for a fence enclosure, correct?
Mr. Previte replied, that's correct.
Mr. Coyne stated, I would ask for the Council to keep this portion open. If you want to ask Mr.
Previte some additional questions, you can, but I think it would be appropriate to hear from Mr.
Marrelli. He also has photographs of the shed that was built. You can make a decision on the
Board of Zoning Appeals matter. Your responsibility will be either to affirm what they did,
reverse what they did, or reverse and modify what was done. If you reverse or modify what was
