D <br />Minutes of the Regular Meeting of Council <br />Tuesday, January 21, 2020 <br />Page 21 <br />Mr. Meyers asked, structures on the side there, wouldn't that kind of impede emergency services <br />in case they had to get behind houses? <br />Mr. Marrelli replied, it's possible. I think, and obviously Tom could probably vet this out for <br />me, the idea of keeping sideyards and rear yard areas clear is so that you don't block water flow <br />back and forth to the properties because normally like I said before, when a home is built, the <br />grading is so that water can run down the sides either to the street or to the back if there's a swale <br />in the back. Once we start putting structures in the way then we are going to have issues <br />between homes. You already have enough trouble with drainage so those sideyards are supposed <br />to remain clear. <br />Mr. Meyers stated, so if technically Mr. Previte removes the roof, will he be able to leave the <br />doors on it? Will it still be as an open structure where it sits now? <br />Mr. Marrelli replied, I would have to defer that probably to Council to make that decision, if you <br />want to modify the Zoning Board. <br />Mr. Meyers stated, if it could be that way where he wouldn't have to remove it but at least <br />modify it. <br />Mr. Marrelli replied, I guess technically if you fence your whole yard, it's four sides with no <br />roof. So, I guess technically you could look at that as a small fenced area with garbage cans in it. <br />Mr. Meyers stated, that way he wouldn't have to remove it, but it would still be a structure to <br />hide the garbage cans. <br />Mr. Marrelli stated, besides that, you still get water to fall through and go through it. <br />Mr. Meyers asked, looking at the pictures, it doesn't look like it has a floor in it, does it? <br />Mr. Marrelli replied, it has, I think, concrete blocks in the ground. <br />Mr. Meyers asked, okay, but it's not an actual floor? <br />Mr. Marrelli replied, no, it's fenceposts. <br />Mayor Bodnar asked, Mr. Marrelli, this is the structure in question, this is what he is claiming is <br />the fence. <br />Mr. Marrelli replied, yes, but it's painted blue now. <br />Mayor Bodnar stated, okay, the one in front, okay. That's essentially the structure that he's <br />claiming is compliant with the fence permit. <br />Mr. Marrelli replied, that's the fence. <br />
