Minutes of the Regular Meeting of Council <br />Monday, October 17, 2022 <br />Page 13 <br />Mayor Bodnar stated, thank you. I know this is not a question and answer session. It is not <br />intended to be that way, but I also know that many of you don't know the facts and in fact you <br />requested them tonight. This is sensitive information. I am going to tell you some sensitive <br />information. I understand there's a reporter here. But you have asked for this information. Our <br />intention was never to harm Officer Galicz. It was to fix or remediate the situation. So, let me <br />just read some of the facts to you. I certainly will acknowledge that Officer Galicz was the SRO <br />at Mayfield High School for the past 9 years and he did an excellent job. I understand that many <br />of you are unhappy about his reassignment and it was just that. It was not a demotion; it was a <br />reassignment. The reassignment was the result of conduct witnessed and reported by school <br />officials to the Police Chief. What we learned from the school official was that during the course <br />of one school day, Officer Galicz requested that three students, all juveniles and all females, give <br />their cellphones to him. The request did not have to do with Officer Galicz's business as a School <br />Resource Officer. One of the students said no and the other two complied with his request. Once <br />the phones were in his possession, Officer Galicz accessed the students' photographs. In one case, <br />Officer Galicz sent one of the photographs, using the student's personal e-mail account. Officer <br />Galicz has not disputed these facts. There's no indication of any illicit purpose but there was a <br />lack of judgment as well as an improper use of inherent authority as an SRO. As a result of Officer <br />Galicz' conduct and after notice to the school's administration, the Village determined that <br />reassignment was the most appropriate response. We are all committed to doing the best job we <br />can to keep our community and the students and school as safe as possible and we are confident <br />that our officers are well-trained and qualified to serve their assigned roles including the role of an <br />SRO. So, thank you again for coming out tonight. I appreciate your concerns. I appreciate your <br />comments, but this is what happened and that is the best decision we can make, so thank you. <br />Council President Schutt stated, thank you everyone for your comments. We appreciate it. <br />Department Head Reports: <br />Diane Wolgamuth (Administration) —Thank you Council President. I just have two quick items. <br />I wanted to update Council on the Aintree Park Sidewalk Project. We had identified 132 blocks <br />that were considered the homeowner's responsibility and of those blocks we have received <br />payment for 83, so the project will move forward and more than half of the people are participating <br />in the program. Tom advises that the contractor intends to begin the project in early November. <br />The other thing is Citizen's Advisory is meeting next Monday, October 24th. Rather than meeting <br />here, we are going back to our annual meeting at the Historical House, so we will be there at 7:00 <br />p.m. next Monday night. That's all I have. Thank you. <br />Council President Schutt stated, thank you, Ms. Wolgamuth. <br />Daniel Russell (Building) — Thank you, Council President. I will be reporting on the past BZA, <br />Planning and Zoning Commission and ARB meetings that we had in the past month. On <br />September 20th, we had a BZA meeting for a variance to widen a driveway on Norman Lane. It <br />was approved at that meeting. The second meeting was on October 3`d with Planning and Zoning <br />Commission. We had two proposals, one for the Center Elementary School addition and the second <br />
