Minutes of the Regular Meeting of Council
Monday, June 16, 2025
Page 4
so far up the hill on top on Ridgebury, 6059, never a drop of his stormwater. Of course not. He
has his stormwater system on Ridgebury. New owner, Mayfield apparently let him divert
stormwater so that it enters my property at the bottom of the hill. I am the fourth house down. I
see it. I don't know what else it could be other than stormwater suddenly appearing after all that
excavating. He trenched about 6 feet wide running straight downhill as close to my property as he
could get. I can see a downspout appears to be routed into it. The trench itself is wide and has a
surface area of a large roof. It can carry all that water down. I took photos during the rain to
collect evidence. The man I believe is a policeman. He must have a camera focused on my porch
because when I'm there, he comes out and yells. Someone told me he can't harass you on your
own property, go to the police. I went. They said unless you are physically threatened, there is no
need to call. So, no help from Mayfield but I don't think he thought it through. The real problem
is if you have water on a hill, it goes to the bottom. The bottom is Beecher's Brook on my property,
not where Google maps said it is. It has started to flood my forest which is filled with maples with
shallow roots. Eventually over a few years, it will erode the soil, they will fall, end of forest. In
other areas, I cannot walk any longer on dry land which is the baseline for as long as I have lived
here. Just areas of mud, soil and newly decomposing black litmus. I have thought of two solutions.
One, dig a deep ditch at the bottom to catch that 6 foot line swath of water and run it over to his
other neighbor. Maybe he won't mind. Just don't let it erode my adjacent property. The other
one is making tie back into Ridgebury where the previous owner and every current owner along
the road. I said I will come here and talk with everyone. I know how to handle this. I did it last
time. But at least I say I tried. That's all.
Council President Schutt stated, thank you. Are there any other comments this evening?
There were none.
Department Head Reports:
Diane Wolgamuth (Administration) - Thank you Council President. Reporting for Citizen's
Advisory. The Committee will be meeting on Monday, June 301h. Speakers that evening are from
the Cleveland Metroparks who will report on new facilities and initiatives and our nature education
program. It should be an interesting night. All are welcome. Thank you.
Council President Schutt stated, thank you, Ms. Wolgamuth.
Dan Russell (Building) — Thank you Council President. I only have one item to report on. That
is the June 12th ARB meeting. We had two proposals, one for new signage at 700 Beta and the
other for a new house at Montebello. Both were approved. That's all I have to report.
Council President Schutt stated, thank you, Mr. Russell.
Shane McAvinew (Parks and Recreation) — Thank you, Council President. I have been doing
this for 30 years. Cruise Night is one of the top challenging events. Without the trust and the
support of the Mayor, Council, Fire Department, Police Department, Service Department, the
